SIS NUPI: Norsk utviklingspolitikk i en tid med klimaendringer og geopolitisk spenning

The project focuses on how Norwegian development policy is shaped by two macro-trends: climate change and geopolitics. The project singles out three main areas: the multilateral system; development policy at the country-level, and policies vis a vis fragile states. More concretely, the project investigates how increased rivalry between great powers shapes multilateral negotiations and the role of multilateral organizations and how - for example - issues like cyber security becomes a contested issue as a result. Another central area of interest is how geopolitical rivalry shapes debates, and priorities, in development policy. Norway has been an elected member of the UNSC between 2020-2022, and the project also analyses what has been done and what to learn from that experience. At the same time, climate change has moved to the top of the international agenda. This has consequences for Norwegian reputation, for Norwegian development- and climate policy, and the dynamics of international negotiations on climate issues. The project seeks to identify how these different trends impact on Norway´s position in the international system and how it may affect the contents and viability of foreign- and development policy.

Prosjektet har i produsert virkninger i form av økt kompetanse og innsikt i hvordan geopolitiske endringer påvirker Norge, og også hvordan klimaendringer introduserer nye rammebetingelser for internasjonalt samarbeid, som Norge må forholde seg til. Prosjektet har gjennom hele perioden hatt et overordnet fokus på formidling til sivilt samfunn, embedsverket, og politiske aktører, samt den bredere offentlighet om disse forholdene. Effektene av prosjektet antas å ligge i økt forståelse hos sentrale beslutningstakere både i departementer, etater, sivil samfunn og næringslivet om hvordan både geopolitiske endringer og klimaendringer påvirker posisjonen og rollen til Norge, og da særlig i utviklingspolitikken.
