Digitalt økosystem for smarte og autonome skip.

The maritime industry is undergoing a rapid and extensive digitalisation, but the industry is – even in international terms – very small, with around 100,000 ships in international traffic and around 8,000 major international ports. Even so, it is difficult to establish real international standards for digital interaction, and this prevents a necessary digital transformation driven by new innovations. The EU project "EGNSS Hull-to-Hull" (H2H) developed some very innovative solutions to avoid ship collisions, but the lack of established standards made it obvious that it would be difficult to commercialize the results. The "reinforcement" project "Digital ecosystem for smart and autonomous ships" was therefore established to look at how to increase the focus on common maritime standards. It became clear early on in the project that a main problem in harmonizing maritime digitization is extensive "silo thinking" between different international actors and actor groups. The focus was therefore set on using Norwegian organizations to change this situation. Furthermore, it was clear from the start that harmonized digital standards had to be addressed at international level and that it would require efforts on the part of the most important international organisations. With the background of SINTEF Ocean's long-term involvement in work in IMO, ISO and IEC, this was an opportunity that was fully utilized in the project. The most important results from the project are as follows: - Contribution to the establishment of IMO's information reference model ("IMO Compendium"). This was based on a formal collaboration between IMO, UNECE, WCO and ISO. SINTEF Ocean represented ISO in this process. - Contribution to the development of ISO 28005-2 Ships and marine technology — Electronic port clearance (EPC) — Part 2: Core data elements. The work itself was carried out through the EU project AEGIS, but was coordinated with activities in this project. - Work in IMO to ensure that the IMO Compendium becomes a focal point for maritime digitalisation. This has been very successful with supporters from many large international organizations (BIMCO, IAPH, DCSA, GS1 etc.). SINTEF Ocean has largely contributed to this collaboration through several international seminars and workshops. - More formalized cooperation between IHO, IALA and IMO: The IMO Compendium has made it possible to reduce silo thinking in the maritime sector among important players. SINTEF Ocean has contributed important input in this process. - Securing critical information transfer ("Cyber-security"). SINTEF Digital has contributed input to IMO and ISO on how we can ensure the integrity and authenticity of data transfers. This is critical for realizing solutions from, for example, the H2H project. - Establishment of the Maritime ITS (Intelligent Transport Systems) concept. In collaboration with Norwegian industry and ITS Norway, we have now come a long way in establishing maritime ITS as an international concept. In the longer term, this could become a superstructure over the IMO reference model which could give these ideas even greater effect. SINTEF Ocean in collaboration with the Norwegian Coastal Administration and ITS Norway has been responsible for this work. The net result is that we have internationally established an international focal point for maritime standardization in the IMO Compendium and that most organizations now are interested in harmonize their work with this model, where this is necessary. This has given a completely new direction to international maritime standardization and although much work remains, the prospects for the establishment of a real digital ecosystem are now much greater than before the project.

1. Prosjektet har bidratt til en betydelig harmonisering i maritim digitalisering gjennom arbeidet med IMO Referenase-Modellen. Verft har i liten grad blitt berørt av dette, men norske utstyrsleverandører vil få store fordeler både i forenkling av datasystemer og enklere tilgang til marked. Redere vil vanligvis se fordelene gjennom innkjøpt utstyr, men verdens største rederorganisasjon, BIMCO, har vært en meget aktiv støttespiller til aktivitene som er utført. Vi anser at effektene er langt større enn forventet. 2. Gjennom vanlige kanaler og i form av innspill fra SINTEF Ocean har vi gjentatt påstanden om at internasjonal standardisering må få mer oppmerksomhet. Tildelingen av midler til prosjektet "Intelligente Skips-Transport Systemer" (ISTS) indikerer at disse innspillene har blitt tatt hensyn til. Dette er svært viktig og bør følges opp i fremtidige prosjekter. 3. Dette er dekket i søknad og i resultatrapport. Effektene er litt tidlig å måle, men arbeidet med harmonisering av internasjonale maritim-IT standarder er i alle fall i full gang og utviklingen er meget lovende. 4. Maritim bransje er liten og vi kan ikke basere oss på "naturlig evolusjon" av felles standarder. Dette prosjektet har vist at det er mulig å etablere samarbeide på tvers av bedrifter og nasjoner for å ta frem felles standarder. Her er også resulater bedre enn forventet. 5. Dette er definitivt tilfelle, spesielt med hensyn på standarder inne cyber security og meldingssikring. Her har prosjektet bidratt i IMO-arbeidet og resultater forventes å bli inkorporert i ISO 28005-1 som forventes publisert i 2023.

Forsterkningsprosjektet har som mål å etablere et nasjonalt nettverk for økt digital samhandling mellom ulike aktører (digitalt økosystem). Det skal gjennomføres et seminar og oppfølgende workshop innenfor temaet som vil danne basis for etablering av nettverket. Det inkluderer opprettelse og drift av en egen hjemmeside, samt utarbeidelse av vedtekter, håndtering av medlemskap som skal administreres av SINTEF. Nettverket har paralleller til Forum for Autonome Skip (NFAS), men skal sette søkelys på utfordringer rundt digital samhandling og standardisering. Prosjektet skal gjennomføres med hjelp fra SINTEF Digital som har kompetanse på maritim kommunikasjon og IKT-løsninger. Resultater fra H2020 prosjektet "EGNSS Hull-to-Hull" vil være utgangspunkt for å etablere åpne standarder og protokoller som skal kunne brukes av ulike nasjonale utstyrsleverandører, verft, rederi, klasseselskap og andre offentlige aktører.
