Den samskapende kommune

The innovation in this project is about mobilizing the broad spectre of actors in the local community who can contribute to local development and innovate solutions. The project is a collaboration between Stad municipality (project owner), Nordre Follo municipality, Tinkr and researchers from Telemark Research Institute (project leader) and the University of Southeast Norway. Both Stad and Nordre Follo are new municipalities from 1.1.2020. This creates a unique opportunity to test co-creation as a method for local development and innovation. The municipalities will work systematically with innovation within three predefined focus areas: public health, local development and innovation in services. Within innovation in services, Stad has defined the focus area: "home care services of the future" and Nordre Follo "safe childhood". In innovation projects, stakeholders from the local communities will participate to find new ways to work together to create a better community for all. We will establish forums for innovation of new solutions, where there are close links between different actors in a quadruple helix model (public sector, private sector, citizens/voluntary sector and research/academia). The research activities within the project are manifold, both connected to evaluation and observation of the activities in the project, measurement and theory-development. The project will simultaneously do data collection and theory development and theory-building, resulting in a process-model for co-creation. Previous research indicates that factors as trust, local identity, optimism and a creative climate are important to succeed with co-creation. Numerous municipalities will be involved in the project throughout the project-period through participation in arenas for mutual exchange of experience. We distinguish between two groups of municipalities and their role in the project. Municipalities with experience in working with co-creation have a special role in exchanging experiences with the project; Træna, Øvre Eiker, Arendal and Sola municipality. Municipalities that wish to learn more about co-creation are invited to do so; Asker, Alver, Gloppen, Ullensvang, Sunnfjord, Ørsta, Giske and Vanylven.

Nye Stad og nye Nordre Follo kommuner vil med dette FoU-prosjektet bli de første norske kommunene som gjennomfører samskaping på øverste nivå. Det innebærer å ta i bruk alle ressursene i lokalsamfunnet til å delta i utviklingen av sin kommune: til å sammen definere problem og mål, utvikle og teste nye ideer, og sette nye løsninger ut i livet. Ingen norske kommuner har ennå forsøkt denne tilnærmingen på hele lokalsamfunnsutviklingen. For å få til dette, kreves både kompetanse, kapasitet og evne til å etablere møteplasser, partnerskap og samhandling med et bredt spekter av aktører på ulike nivåer. Vi erkjenner at det er vanskelig, men tror at det er mulig dersom en tar inn over seg kompleksiteten i dette, og arbeider systematisk over tid med den stedlige samarbeids- og endringskulturen for å styrke faktorer som tillit, stedsidentitet, optimisme og risikovilje. Vi skal i prosjektet både 1) jobbe med å bygge en sterk og samskapende samarbeids- og endringskultur i hele kommunen og 2) forstå og analysere hvordan man lykkes med dette. Forskningen kobles tett til utviklingen og testingen i kommunen gjennom forskningsbaserte læringssløyfer. Forskningen vil i tillegg kobles tett til erfaringer gjort i andre kommuner. Samskaping av hele lokalsamfunnsutviklingen vil sette de nye kommunene i stand til å skape verdier på lang sikt, gjennom å utarbeide en ny prosessmodell for øverste nivå av samskaping, og til konkret verdiskapning på kort sikt, gjennom å gjennomføre prosesser og aktiviteter som øker sannsynligheten for å løse reelle behov og nå de overordnede samfunnsmålene til kommunen. Denne kombinasjonen av ulike verdiskapingsmål vil øke sannsynligheten for forskningsresultater og nye modeller som vil ha en reell nytteverdi både for Stad, Nordre Follo og andre aktører som ønsker å ta seg til øverste nivå av samskaping.
