Sosial bærekraft som ny drivkraft i lokalsamfunnsutviklingen

SOSLOKAL: Social sustainability as a new driver in local community development. The main goal of the project is to develop social sustainability as a core value and reference point for local community development. The UN's Sustainable Development Goals have revitalized the municipalities' focus on sustainable development as a holistic community goal. At the same time, the municipalities have so far placed too little emphasis on the social sustainability dimension in community and land use planning. In the field of research, social sustainability is also a new field. SOSLOKAL responds to this need by exploring what social sustainability means in a local, Norwegian context and instruments that help support a socially sustainable community development: 1. A literature review that aims to increase knowledge of what social sustainability means in a local context. The result serves as a common platform in the project and will be disseminated to other municipalities. 2. To develop co-creation as a tool for knowledge development and community mobilization, by testing a Scottish tool for quality of life and engaging quiet voices in society and exploring city labs as a tool. Co-creation as an innovation and mobilization arena has received increased attention in recent years. It is however unclear what co-creation means, and what role the municipality plays. 3. To develop mechanisms that ensure a closer link between the knowledge basis of decisions and the actual political decision-making. As democratically elected representatives, politicians are a key group to engage. SOSLOKAL develops new forms of political information highlighting social sustainability challenges and test them through a semi-experiment. The potential of these activities for conceptual, strategic, product, process and governance innovation has been tested in Kristiansand in the form of two literature studies, testing of a 'place standard tool, implementation of three city labs and a political workshop. By carrying out these activities successively, we have experienced a progression in our understanding of social sustainability, at the same time as we have gained insight into the activities' function as tools for raising attention to the population's experience of social sustainability in their own local community. The experiences with the implementation of SOSLOKAL so far will be communicated to relevant actors in Kristiansand in a separate workshop before Christmas. Here we will be particularly concerned with highlighting the implications of the results for political priorities, political and administrative organization, planning processes and place development measures in Kristiansand. The workshop will also represent the transition to the next phase of the project. The various activities will be evaluated and adjusted before they are tested in Stavanger in 2022.

SOSLOKAL svarer på FNs bærekraftmål ved å stimulere en helhetlig, integrert innovasjon som gjennom uttesting av nye metoder for lokalsamfunnsutvikling og -mobilisering bidrar til en utvidet forståelse av sosial bærekraft og stimulerer institusjonelle endringer som er avgjørende for utviklingen av sosialt bærekraftige lokalsamfunn. Dermed kobles innovasjonsstudier og bærekraftstudier tettere sammen. Prosjektet vil bidra til endringer som støtter opp under utviklingen av sosialt bærekraftige lokalsamfunn gjennom å bidra til nyskapning på fire områder: 1. Idemessig og strategisk innovasjon: Utvikle en lokalt tilpasset forståelse av sosial bærekraft. 2. Produktinnovasjon: Uttesting av verktøyet «Place standard tool» som illustrerer og kommuniserer sosial bærekraft på en lettfattelig og geografisk forankret måte. 3. Styringsinnovasjon: Bidra til å utvikle samskaping som styringsform for å mobilisere lokalsamfunnsaktører i utviklingen av konkrete lokalsamfunn i de tre kommunene. 4. Prosessinnovasjon: Skape en ny og bedre kobling mellom kunnskap om sosial bærekraft og politiske beslutninger. Ambisjonen er at forskningen i prosjektet bidrar til en forståelse av sosial bærekraft som er både dristig og relevant for kommunene, og som bidrar til forskningsfronten gjennom ikke bare å vurdere bredden i begrepet, men også tyngden til de forskjellige elementene i en lokalsamfunnskontekst. SOSLOKAL har også en metodisk ambisjon. Vi skal teste ut nye virkemidler for å få fram lokale behov og ønsker knyttet til sosial bærekraft og kanalisere disse inn i kommunestyrebehandlingen på nye måter. Realiseringen av verdiskapingen følger arbeidet med overordnet kommuneplan i alle tre kommuner. Potensialet for konkret anvendelse av resultatene er derfor stort. Prosjektet har en integrert organisering der forskere og kommuner jobber tett, både i gjennomføringen av innovasjonene og formidlingen av dem.
