EduSmart: Education and Knowledge Development for Smart City Governance and Performance Management in the High North

There is an increasing debate about smart cities and communities and the sustainable development of different regions all over the world. This includes the Arctic and the High North. However, while smart city initiatives are growing, the concept itself, developed outside the High North and the Arctic, requires local knowledge and competence building. In this regard, EduSmart project will promote education and disseminate knowledge about smart city governance and performance management in the High North. We do this by increasing our scientific cooperation with international strategic partners in Russia and China. Specifically, during 2021-2023, the project activities will include: - series of workshops with practitioners, educational and research partners from Norway, Russia and China; - development of one master’s and two PhD courses held annually from 2021 to 2023; - student and academic mobility for workshops, organised courses, and guest lecturing across partner institutions; - project dissemination, including developing two research papers and publishing two young researchers’ series on smart city governance and performance management in the High North, as well as project promotion at relevant conferences. By means of these activities, we will educate a new generation of managers and public officials with the knowledge, skills, and general competences in the area smart city governance and performance management in the High North.

This project, EduSmart, wants to promote education and disseminate knowledge about smart city governance and performance management in the High North. There is an increasing debate about smart cities and communities and the sustainable development of different regions all over the world. This includes the Arctic and the High North. However, while smart city initiatives are growing, the concept itself, developed outside the High North and the Arctic, requires translation into that unique context. This, in turn, identifies a need for relevant management education and research on international partnerships. In this regard, we enhance our international education and research in the High North by incorporating our research-based knowledge about smart city governance and performance management. We do this by increasing the extent and enhancing the quality and relevance of our scientific cooperation with international strategic partners in Russia and China. Specifically, our activities include: - Three workshops: 1) Education and competence building in the field, 2) Practitioners’ perspectives, and 3) Furthering research and education collaboration; - Development of one master’s and two PhD courses held annually from 2021 to 2023; - Student and academic mobility for workshops, organised courses, and guest lecturing across partner institutions; and - Dissemination activities: 1) developing two research papers and publishing two young researchers’ series on smart city governance and performance management in the High North, and 2) project promotion at relevant conferences. By means of these activities, we will educate a new generation of managers and public officials with the knowledge, skills, and general competences to translate the smart city concept into the unique context of the High North. Contributing to educational programs to meet the needs of the High North, the project also adds value to education and research on smart city specialisation in other contexts.
