PHUSICOS-plus: Supporting a community of practice for nature-based solutions

Nature-based solutions are in focus and high on the policy agenda both in Europe and internationally. This is partly due to Europe's investment in research on nature-based solutions (NBS) through the H2020 program and the UN's focus on nature-based solutions as a win-win solution for climate adaptation as well as to increase biodiversity. PHUSICOS-plus is supporting a community of practice for nature-based solutions (NBS) through supplementary activities within the H2020 funded Innovation Action PHUSICOS. The PHUSICOS project focuses on demonstrating the effectiveness of NBSs and their ability to reduce the impacts from hydro-meteorological events in rural mountain landscapes. Nature-based solutions are cost-effective and sustainable measures inspired by nature that increase biodiversity. Furthermore, they attenuate and, in some cases, prevent, the impacts of natural hazard events and risks that affect exposed regions. Supporting clustering activities together with similar H2020 projects has proven to be a strong entry point to achieve greater impact and achieve high level ambitions of enhancing the implementation of EU policies for disaster risk prevention and climate change adaptation, and the goals in the Paris Agreement. Furthermore, the project provides the opportunity to disseminate experiences about NBS nationally by organizing a national conference on NBS for climate adaptation. The conference targets the public and private sector, focusing on consultants who work with planning processes in municipalities and as well as those who work with the implementation of measures and solutions for climate adaptation.

PHUSICOS-plus has supported a community of practice for NBS through supplementary activities within the H2020 funded Innovation Action PHUSICOS. Key activities and their outcomes and impacts include: (i) to support clustering activities initiated at the European level to capture synergies across all H2020 NBS-funded projects and publishing the European NBS Handbook for practitioners, as well as (ii) to facilitate building capacities related to NBS at the national level which resulted in the first national NBS conference with ambitions to hold this conference yearly.

Nature-based solutions are cost-effective and sustainable measures inspired by nature that attenuate, and in some cases prevent, the impacts of natural hazard events and risks that affect exposed regions. Nature-based solutions (NBS) are now high on the international policy agenda as illustrated with the NBS Momentum Event held the day before the UN Climate Action Summit in New York. PHUSICOS is and PHUSICOS-plus will champion clustering activities to support this momentum; create synergies and leverage the potential for mainstreaming NBSs. The EU H2020 programme has established several Task Forces (TF) to ensure the EU added value and policy relevance of NBS, as well as maximize the social, ecological and innovation impact. This project will support this NBS community of practice, including collaborations with the Task Force on NBS for the reduction of hydrometeoroligical risk as well as facilitating the NBS knowledge gained to relevant Norwegian organisations. Furthermore, this project will enable Norwegian representation and participattion at European and international high-level policy events as well as organize NBS events nationally to enhance capacity building. Clustering activites have proven to be a strong entry point to make a greater impact and achieve the high level ambitions for implementating disaster risk prevention and climate change adaptation policies, as well as implementing the Sustainable Development Goals and the conclusions of the COP21 Paris Agreement. The combination of these initiatves creates NBS communities of practice at all levels, which in turn increases the impact of H2020 innovation actions for climate adaptation and building social resilience in Norway and abroad.
