Utvikling av nye boligtilbud tilpasset ROP-beboere med lav boevne med vekt på brukermedvirkning

The project's main goal is to develop new housing options better adapted to residents with serious substance abuse and mental health (ROP) disorders. The project has a threefold objective that the homes should contribute to an increased quality of life for residents, strengthened HSE for municipal employees who provide services in the homes, and a reduction in the municipalities' costs for operating and maintaining the homes. By using action research as a method, the research project has involved residents, municipal employees and user and relative organizations in the research work. In 2021-2023, the project has verified and finalized function and performance descriptions for three different single-family housing pilots through participation with residents in Karmøy municipality, interdisciplinary groups of municipal employees (addiction and mental health, technical department and housing office/HMS) in Karmøy and Stavanger municipalities and user organizations. The involvement has included group interviews, personal interviews, observation, fieldwork and workshops. In 2023, the research project, municipal employees, residents and user organizations were involved in Karmøy municipality's detailed planning of the three pilot homes ahead of tenders. Construction of the homes began in 2023 and is expected to be completed in October 2024. In all three pilot homes, adaptations have been made in architecture, materials, fire and housing technical solutions with the aim of increasing the residents' living quality, strengthening employees' HSE and reducing municipal operation and maintenance costs . In 2023, the project published the report "Housing pilots adapted to residents with severe drug and mental (ROP) disorders - function and performance descriptions for three resident profiles". The new housing pilots have sought to meet the need for a greater degree of individual adaptation in the municipal housing offer, while at the same time ensuring flexibility in housing design by allowing the housing to be easily adapted to other user groups and by allowing the housing to be built in three different sizes. The project has started the data collection concerning municipal housing services. Municipal housing follow-up is crucial for the quality of housing and life for many residents with severe ROP disorders. The municipalities point to the importance of offering flexible, individually adapted, long-term and adhoc-based housing services. The two municipalities have different practices, and user participation is carried out at different levels. Limited financial resources and residents who do not want help are referred to as implementations related to user participation. There is a need for better coordination and cooperation between municipal, inter-municipal and state agencies/organisations that deliver assistance services to residents (housing services, booking office, institutions, fire service, NAV, specialist health service, DPS, voluntary aid organisations, etc.). A better understanding of the residents' life situation and a better overall provision of assistance services is important to avoid residents being sent around in the system. Better cooperation with specialist health services on residents' treatment course, with the fire service on risk assessments and follow-up, and NAV and others. on the development of adapted work, education, life management and activity-based services, are areas that are mentioned as having potential for further development.
The project has also begun data collection concerning how well the Housing Bank's regulations for financing municipal housing meet the needs and life situation of residents with severe ROP. Through the "experimental scheme" subsidy, where housing design, services and user participation are the basis for funding, Husbanken facilitates the development of new housing offers. Husbanken points out that normalization, integration and freedom of choice are important principles for financing housing for people with ROP disorders. Adaptations in architecture, housing technologies and fire safety are priority areas in housing development. In the architectural work package, VR technology has been used in combination with interviews and observations to investigate whether adaptations in form, spatiality, color and material are adapted to the needs of residents and employees. In the fire safety work package, various types of detection and extinguishing equipment have been tested in a "dummy apartment" in a fire laboratory. Within housing technology, employees have perspectives on the selected housing technologies are examined through interviews. In 2023, work on outlining an impact measurement for the new homes began, the work is expected to be completed in 2024.

Målsettingen er å utvikle nye boligtilbud tilpasset beboere med rus og psykiske (ROP) lidelser som har vansker med å bo i ordinære boliger. Målet skal nås ved å utvikle modeller for brukermedvirkning tilpasset ROP-beboere, utvikle og teste tilpasninger i branntiltak, materialer og arkitekturkonsepter og sikre tiltenkt implementering av digitale trygghetsteknologier i boligene ved å bygge tre pilotboliger tilpasset ulike beboertypologier. Formålet er at boligtilbudene skal bidra til økt bokvalitet for beboer, bedre arbeidsmiljø for ansatte og økt effektivitet i kommunens drift og vedlikehold av boligene.
Innovasjonsprosjektet er en videreføring av et forskningsprosjekt (2017-2019) på utvikling av bolig for ROP-beboere i Karmøy Kommune hvor det ble utviklet initielle boligkonsepter for beboere med lav boevne. I dette prosjektet skal det bygges boligpiloter basert på de tre boligkonseptene. Et gjennomgående prinsipp er at boligtilbud og bo-tjenester skal tilpasses beboer og ikke omvendt.
En FoU-utfordringene er hvordan vi kan oppnå reell brukermedvirkning med ROP-beboere. Grunnet sykdom og påvirkning av rus kan det være utfordrende for beboerne å uttrykke hva de ønsker gjennom samtaler alene. Supplerende metoder skal utforskes. En annen FoU-utfordring er at det ikke er sikkert at bruken av teknologien blir som tiltenkt ved implementering. Det skal derfor utforskes hvordan teknologiene blir brukt og mottatt for å tilpasse og eventuelt skifte ut teknologien slik at den dekker behovene til beboere og ansatte.
For å styrke anvendelse av prosjektresultatene vil det være viktig å sikre en bred formidling og skape interesse for skalering av boligtilbudet ved at innovasjonsprosjektets ulike komponenter blir presentert og plassert inn i en helhetlig booppfølgingstjeneste for ROP-beboere. Metoder for effektmåling av boligtilbudet skal skisseres og boligkonseptets implikasjoner for Husbankens regelverk og finansieringsordninger for kommunale boligtilbud vurderes.
