Konsept for styrket demokratimedvirkning

Democracy is threatened. An important warning signal is the declining level of democratic participation. There may be several reasons for this, including a lack of trust in politicians and dissatisfaction with existing opportunities for participation. Yascha Mounk describes in the book «The People vs. Democracy »how faith in democratic institutions has weakened in the United States and in Europe, and that it is declining most among young people. Many experience that politicians are inaccessible, and that they talk about issues that do not concern the citizens. This creates a feeling of powerlessness and frustration. Although there is a great deal of commitment in the population, and especially among young people, there are many indications that democracy needs renewal in order to utilize the commitment constructively. Democracy, like other social institutions, must be adapted to changing environments and conditions - and can therefore be the subject of innovation in itself. When you see clear signs that democracy is weakened or in crisis, it is time to find new ways to involve the citizens. PostLocal's project is about developing and implementing a new concept that will strengthen the young people's involvement and participation - the dialogue concept "Give meaning". PostLocal's project started on 1 May 2020, at the same time as the corona outbreak in Norway. Due to the corona pandemic, PostLocal and our R&D actors (who were also foreign) were not allowed to travel to cooperating municipalities and hold physical meetings. In the process, it was crucial to have at least one physical workshop per actor (student / youth council and political leadership, a total of 15 actors). There was little opportunity to carry out these workshops, which resulted in a significantly lower resource consumption in the first half of 2021 than budgeted. Technology was well adapted to the research purpose, and some meetings / workshops were conducted. Collaborating actors were still positive about participating in the project. The reopening after corona implied that the project could go into full progress in the autumn of 2021. Then came the Omikron variant of corona, which in turn caused delays in the project. On January 7, 2022, the administrative manager of PostLocal died after a short illness. Due to the impact of the corona pandemic on the project and the death of the general manager, PostLocal has unfortunately, in consultation with the steering group and the R&D actors, decided that the project must be terminated as of 30 June 2022. Despite the fact that the project must be terminated about halfway, PostLocal has benefited from the project. Interesting experiences, analyzes and further issues have been identified. This provides important insight into the prerequisites that must be taken into account for the use of the concept and how a successful implementation should be made. PostLocal will now follow up players with good experiences and positive expectations for goal achievement within participation processes, and get into market introduction as soon as possible.

Prosjektet har til tross for korona-begrensninger gitt PostLocal en betydelig kunnskapstilførsel om barrierer og forutsetninger for at behovet knyttet til medvirkningsprosesser kan forstås i en større kontekst, og hvordan innovasjonen må ta høyde for dette. Samtidig har PostLocal fått verdifulle erfaringer om viktigheten av samspillet mellom menneskelig kontakt og teknologi. Til tross for at prosjektet må termineres omtrent halvveis har PostLocal hatt nytte av prosjektet. Interessante erfaringer, analyser og videre problemstillinger er identifisert. Dette gir viktig innsikt i hvilke forutsetninger som må hensyntas for bruk av konseptet og hvordan en vellykket implementering bør foretas. Prosjektet har «åpnet dører» til kommuner og aktører som har en sammenfallende målsetting om styrking av medvirkningsprosesser og demokratisk fornyelse. Prosjektet har også bidratt til å skape interesse blant aktører i øvrige markedsområder utenfor kommunesektoren. Blant annet innen utbyggingsaktører, der det i henhold til plan- og bygningsloven stilles krav om medvirkningsprosesser med innbyggere. Flere forskningsartikler er under utarbeidelse. Resultatene kommer også til å ha nytteverdi i forhold til videre forskning på tematikken. PostLocal vil nå følge opp aktører med gode erfaringer og positive forventninger til måloppnåelse innen medvirkningsprosesser, og snarest mulig komme over i markedsintroduksjon.

PostLocal skal levere et verifisert konsept bestående av teknologiske verktøy, metode og rammeverk, som skal stimulere til økt demokratideltagelse og styrket medborgerskap blant unge. Demokratisk medvirkning er gjenstand for en rekke utfordringer, og det er mange tegn på at det representative demokratiet er truet. Til tross for at det finnes engasjement i befolkningen, og hos unge i særdeleshet, så er det behov for fornyelse i demokratiske prosesser og innbyggermedvirkning. PostLocal skal utvikle et konsept som kan styrke de unges engasjementet og deltagelse i demokratiet. For å lykkes trenger PostLocal forskning som avklarer hvordan ny teknologi kan utnyttes hensiktsmessig i lokalpolitisk dialog, og hvordan eventuelle barrierer kan overkommes. Konseptet skal også testes i skolen, med mål om styrket elevdemokrati, og en praktisk og effektiv tilnærming til tverrfaglige mål i ny læreplan i grunnskolen og videregående opplæring (Demokrati og medborgerskap). De sentrale FoU-utfordringene prosjektet vil ta tak i er å: - Utforske konseptets demokratiske innovasjonspotensial i teori og praksis, samt kartlegge eventuelle barrierer. - Videreutvikle teknologien vi har fra et gjennomført pilotprosjekt, og ferdigstille en fullverdig teknisk løsning, samt se på ny teknologi (gamification) brukt på nye måter. - Verifisere hvordan og i hvilken grad konseptet bidrar til demokratisk deltagelse og medborgerskap blant unge. Signalene fra markedet (kommuner og nasjonale offentlige aktører) er entydige på behovet for demokratisk innovasjon. Dersom prosjektet kan dokumentere positive virkninger, er problemstillinger og behov så homogene og tydelige blant kommuner at det vil være en betydelig betalingsvilje for konseptet.
