Public administrations play a crucial role in formulating, initiating, implementing, and developing public policies. To comprehend the development and practice of public policy, it is important to analyze the effects of both intra-organizational and inter-organizational conditions. This includes understanding how decision-making behavior is influenced by organizational specialization and administrative relationships between institutions. This project examines the impact of European integration on sub-national decision-making behavior in a closely integrated non-member state. Multi-level Administration (MLA) implies that administrative units at different levels of government interact with each other, sharing responsibility for specific tasks. The main objective of the project is to analyze the inclusion of (parts of) sub-national administrative units in Multi-level Administrative systems and its implications for implementing sub-national public policies. This analysis is empirically conducted in Norwegian County Administrations, which represent a «less likely case». By focusing on sub-national governance in a smaller unitary state closely integrated with the European Union through the EEA Agreement, the project serves as a critical test of administrative integration as result of European integration. The three articles from the project examine: (i) the EU/EEA work of County Administrations and the implementation of EU/EEA policies, (ii) how organizational theoretical factors can explain variation in external influence on important decisions, and (iii) the Europeanization of the final phase of the counties' decision-making processes and its impact on cross-sectoral coordination. Theoretically, the project fills a gap between the literature on Multi-level Administration (MLA) and Multi-level Governance (MLG) by analyzing sub-national units (which are modestly covered in MLA literature) and the effects of organizational specialization (which are modestly covered in MLG literature) on the patterns observed. Additionally, the project expands the literature that utilizes organizational theory in the study of Public Administration. Empirically, the project contributes to the literature on EU/EEA work at sub-national governance levels and investigates whether the identified patterns align with those previously uncovered in the (domestic) Central Administration. Methodologically, self-obtained survey data (N = 893), informant interviews (N = 12), and document data (N = 1109) are utilized. Moreover, the findings from the first article are compared with existing data from the Central Administration survey conducted in 2016. The use of document data adds a methodological contribution to the MLA literature, which has primarily relied on perception data. The project demonstrates that even at a sub-national level of governance in a closely integrated non-member state, MLA processes exert a certain level of influence. Under specific conditions, sub-national decision-making processes are influenced by multiple external actors simultaneously («compound governance»), and the organizational structure of sub-national entities helps shape decision-making behavior. Furthermore, Europeanization affects different policy areas to varying degrees, including during the final phase of the counties' decision-making processes. The findings reveal complex interaction patterns and argue against perceiving the interaction capacity of County Administrations as a zero-sum game, where increased interaction with one actor diminishes interaction with others. These overall findings have implications for cross-sectoral coordination and the ability of the domestic Central Administration to oversee sub-national implementation work. One implication could be the development of «enclaves» within County Administrations, where different parts of the administration serve as tools for the domestic Central Administration while simultaneously collaborating with multiple external actors. This well-known «dilemma of coordination» can also arise at sub-national levels, as vertical integration within a specific policy area simultaneously challenges overall governance when different parts of sub-national units function as «enclaves» for various external actors.

Avhandlingen ble levert 27. juli 2023, og består av tre artikler samt en oppsummering ("kappe"). To av artiklene er publisert i vitenskapelige tidsskrifter med fagfellevurderinger, mens den tredje artikkelen per 3. august 2023 ligger til fagfellevurdering. Prosjektet bidrar til forståelsen av hvordan EU/EØS-politikk iverksettes på sub-nasjonalt nivå, og viser hvordan ulike eksterne aktører har ulik betydning for fylkeskommunenes arbeid på ulike områder. Et interessant funn fra prosjektet er at antallet fylkestingsdokumenter som i 2020 inneholdt indikatorer på europeisering, var høyere enn antallet fylkestingsdokumenter som inneholdt indikatorer på koblinger til statsforvalterne, selv om sistnevnte regnes for å være en primærkontakt for fylkeskommunene. Resultatene fra prosjektet vil være nyttige for fylkeskommunene i arbeidet med å prioritere ulike former for eksterne samarbeider og relasjoner. Videre viser prosjektet hvordan sannsynligheten for koblinger til ulike eksterne aktører avhenger av ulike organisatoriske forhold som til dels er designbare. Disse resultatene vil være nyttige i arbeidet med organisasjonsutvikling i fylkeskommunene. Til sist vil resultatene ha særlig nytte med hensyn til fylkeskommunenes internasjonale arbeid. Med hensyn til formidling er resultater fra prosjektet allerede formidlet til Agder fylkeskommune via en presentasjon i mai 2023. Det planlegges flere formidlingstiltak både i form av kronikk og i form av formidling til andre fylkeskommuner, f.eks. via fylkesrådmannskollegiet. I respekt for evalueringskomiteens arbeid, planlegges disse formidlingstiltakene gjennomført etter disputas. Utenlandsoppholdet som ble gjennomført høsten 2022, tilførte prosjektet viktig bakgrunnsinformasjon fra sammenlignbare regionale enheter i Italia og Østerrike. Resultatene fra spørreundersøkelsene som ble gjennomført i den autonome provinsen Trento (Trentino) i Italia og i forbundslandet Tirol i Østerrike er ikke benyttet i avhandlingen, men er planlagt referert til i den nevnte kronikken som planlegges formidlet etter disputas.

Temaet for prosjektet er de norske fylkeskommunenes relasjoner til europeiske institusjoner, programmer og prosjekter, nasjonale myndigheter, andre fylkeskommuner og tilsvarende regioner i andre land. Som regionale samfunnsutviklere skal fylkeskommunene identifisere, samordne og realisere den sektorielle statens ambisjoner på ulike områder. Samtidig er fylkeskommunene selv del av et politisk og administrativt samspill både vertikalt gjennom formelle og uformelle relasjoner til EU-systemet og nasjonale myndigheter, og horisontalt gjennom relasjoner til andre fylkeskommuner og regioner i andre land. Komplekse problemstillinger som krever løsninger på tvers av geografiske enheter og forvaltningsnivåer – som levekår og klimautfordringer – kan utløse samspill mellom offentlige institusjoner, både med hensyn til utvikling, samordning og iverksetting av ønsket politikken. En viktig målsetting med prosjektet er å oppnå en bedre forståelse av fylkeskommunenes rolle i et europeisk flernivåsystem. Litteraturen på området har vist hvordan EUs politikk på vegen fra Brussel filtreres gjennom forskjellige nasjonale institusjoner, kulturer, tradisjoner mv., samtidig som den samme litteraturen er begrenset med hensyn til undersøkelser av regionenes rolle i et «utenforland» som Norge, som gjennom EØS-avtalen er tett tilknyttet Unionen uten å være medlem av EU. I tillegg til å undersøke den vertikale dimensjonen knyttet til relasjonene mellom EU-systemet, staten og fylkeskommunene, vil prosjektet også undersøke den horisontale dimensjonen knyttet til nettverk mellom fylkeskommuner i Norge og mellom fylkeskommunene og regioner i andre land. Intensjonen er å bidra til en mer utfyllende forståelse av fylkeskommunenes rolle. I prosjektet vil det være relevant å undersøke både direkte relasjoner mellom EU og fylkeskommunene, og indirekte relasjoner f.eks. via Brussel-kontorene.
