FoU-agenda for gjenreisning og vekst i norsk reiseliv 2020-2024

The purpose is to increase business-oriented R&D activity for the tourism industry to substantiate the industry's need for a change after the Covid-19 pandemic. The development of a common R&D agenda for the tourism industry will result in the design of several applications for the Research Council's announced calls (including Competence and Collaboration projects, Innovation projects in business), upcoming calls, and EU project (s). A common R&D agenda will also be important in identifying knowledge needs that are not adequately covered by existing policy instruments. The project will increase business-oriented research and development in tourism to rebuild the industry after the Covid-19 pandemic. The project has identified research needs to reconstruct the sector after the COVID-19 pandemic. The application Transformation and Sustainable Growth of the Norwegian Travel Industry? (project 322732) was prepared as part of the mobilization project with a broad business partnership: Thon Hotels, Nordic Choice Hotels, Radisson, Norlandia, De Historiske, Scandic, SAS, Hurtigruten, Color Line, NSB, Fjord Tours, Fjord Norway, Visit Oslo, NordNorsk Reiseliv, Alpinanleggenes Landsforening, Komon-Stageway, and Innovation Norway. These cover large parts of Norwegian tourism, share data, and be involved in the various work packages. The project has mobilized a strong research team with experienced researchers from the University of Southeast Norway, the University of Tromsø, New York University, the Deutschen Institut für Tourismusforschung, and Victoria University New Zealand. The project submitted a sketch on «Norwegian Travel Industry Monitor: Digital lab for big data analysis of economic development of businesses and destinations» (project 316606). This project was decided to be postponed until 2023 due to the corona load in the industry as a result of the pandemic's escalation in the autumn of 2020 and the authorities' closure of the tourism industry.

Oppnådde effekter i 2020 og 2021 kan knyttes til kompensasjonsordningene til reiselivet for september-april hvor dokumentasjonen av egenkapitalens burn-rate var en av flere faktorer som medførte Stortingets vedtak av størrelse og varighet av ordningen. Søknaden om hovedprosjekt har potensial til å understøtte en årlig vekst på 5% i eksportrettet reiseliv. Prosjektet kan utgjøre 10% av denne effekten, tilsvarende 300 mill kroner i omsetningsvekst hvert år, akkummulert 1.2 mrd kroner over prosjektperioden. Prosjektet vil bidra til realisering av FNs bærekraftsmål (SDGs) og da særlig innen 8 Bærekraftig økonomisk vekst, full sysselsetting og anstendig arbeide for alle, 11 Bærekraftige byer og destinasjoner, og 13 Klimaendringer.

Formålet er å øke næringsrettet FoU-aktivitet for reiselivet for å underbygge endringsbehovet i næringen etter Covid-19 pandemien. Utvikling av felles FoU-agenda for reiselivsnæringen skal resulterer i utforming av flere søknader til Forskningsrådets annonserte utlysninger (bl.a. Kompetanse- og samarbeidsprosjekt, Innovasjonsprosjekt i næringslivet), kommende utlysninger og EU-prosjekt(er). En felles FoU-agenda vil også være viktig for å identifisere kunnskapsbehov som ikke dekkes godt nok av eksisterende ordninger innen virkemiddelapparatet.
