Medvirkningsmetoder for klimatilpasning

Alternative title: Participatory methods for climate change adaptation

To secure sustainable development, climate change transformation and adaptation should be integrated into regional and local planning processes. There is also a growing need to mobilize and integrate local knowledge into these processes, as well as to develop greater understanding, engagement, legitimacy and social learning for and within the municipal populations. Previous studies have found that municipalities often face barriers when interpreting flood-data and that increased uncertainty creates new challenges in different sectors. This may imply that there is a need to develop broader data-collections and better communication methods for risk assessment in local contexts. In cooperation with Vestland County Council, the partners Western Norway Research Institute, NORCE Climate, and the Department of Geography at the Norwegian University of Science and Technology will develop and test various participatory methods such as citizen science, visualization of climate change data and participation in planning processes. The research will be conducted in Osterøy, Sunnfjord, and Kinn municipalities, which also are project participants, and they all need to strengthen their efforts towards climate change adaptation. The project will develop: - citizen science methods that contribute to greater engagement and legitimacy to the knowledge basis for local adaptation measures. - vizualisation and communication tools for that makes knowledge available and relevant for citizens. - participatory methods for increasing citizens involvement in planning processes. In the project's first year, the participating municipalities' experiences with citizen involvement in planning processes have been mapped, and a server has been set up that can collect weather data from NetAtmo weather stations in Vestland county. Researchers in the project are working to further develop a smartphone app that will be used by residents in the participating municipalities to register weather and flood events. Furthermore, the researchers have conducted a literature review on participation methods in planning and are now preparing workshops in the participating municipalities where interested residents will receive training in the use of citizen science methods in the project.

For å sikre en bærekraftig utvikling i samfunnet må klimaomstilling og klimatilpasning være godt integrert i regionale og lokale planprosesser. Samtidig er det i større grad behov for å mobilisere lokal kunnskap til dette arbeidet og å sikre forståelse og engasjement for klimatilpasningstiltak hos innbyggere i kommunene. Dette prosjektet vil utvikle medvirkningsmetoder for klimatilpasning for lokale og regionale myndigheter. Medvirkningsmetodene består av tre komponenter 1) samforskningsmetoder som setter innbyggere i stand til å samle data og observasjoner om vær- og naturskadehendelser; 2) visualiseringsmetoder for å øke forståeligheten og engasjementet rundt klimafremskrivninger og naturskadedata; 3) deltagningsmetoder for å øke deltagelsen og engasjementet på åpne høringsmøter, planverksteder ol. Metodene vil testes ut på pågående og planlagte planprosesser i samarbeid med Vestland Fylkeskommune, samt Kinn, Osterøy og Sunnfjord kommune. Prosjektresultatene vil gi et bedre kunnskapsgrunnlag og beslutningsstøtte rundt planprosesser som det knytter seg betydelig usikkerhet til. Klimatilpasningsbeslutninger vil også få økt legitimitet og et mer solid kunnskapsgrunnlag ved bredere involvering av lokalbefolkning i disse prosessene.
