The goal is to develop analysis tools that make climate risk more tangible for decision-makers. "We have long worked to incorporate climate hazard into the methods we have for planning new infrastructure. We will be better at calculating and documenting the cost-effectiveness of climate adaptation measures," says road director Ingrid Dahl Hovland. Annette Aanesland, CEO of NV, says: "This project will give us better methods for calculating the costs and benefits of climate risk and climate change adaptation, which contributes to smarter decisions and more efficient public spending. It is important for us, and not least important for society ". Consideration of future risk often creates restrictions on the use of land. Climate change leads to increased precipitation, more erosion, greater risk of landslides, and floods. Roads are closed 2,000 times a year because of landslides. Reduced accessibility is a risk to public safety and in addition leads to extra costs for road users, especially freight traffic. Specifically, the project will work with: A tool for the road sector in Norway that operationalizes climate risk in socio-economic analyzes; The methods must be relevant for all phases of a road project; Analyze conditions in societal development that can affect the climate vulnerability of the road sector, and then in particular examine how measures to reduce greenhouse gas emissions can affect transport patterns and transport scope.kommentar under)

Et klima og samfunn i endring skaper utfordringer for investeringer utsatt for naturfare og endret normalvær. Dette gjelder i høyeste grad vegsektoren. I dag tas det i svært begrenset grad hensyn til klimarisiko i de samfunnsøkonomiske analysene som ligger til grunn for beslutninger i planlegging, prosjektering og drift av veginfrastruktur, og det er ingen tilgjengelige metoder som kan implementeres, hverken fra andre sektorer eller internasjonalt. Det er derfor stort behov for forskning for å utarbeide nye, innovative verktøy som gir beslutningsgrunnlag for planlegging og forvaltning i vegsektoren, og til inspirasjon for andre sektorer der fysisk infrastruktur er viktig. Prosjektet vil utvikle metoder og verktøy for å ivareta klimarisiko i vegsektoren bedre, og bidra til at disse implementeres i vegforvaltningen. Dette oppnås gjennom fire innovasjoner: i) et verktøy for vegsektoren i Norge som operasjonaliserer klimarisiko i samfunnsøkonomiske analyser; ii) kraftig forbedrede, innovative verktøy for samfunns¬økonomisk analyse av tiltak (nytte-kostnadsanalyse); iii) oppdaterte retningslinjer for samfunns¬økonomisk analyse i vegsektoren som i større grad ivaretar klimarisiko; og iv) bevisst arbeid med å integrere de nye verktøyene i arbeidet til de involverte aktørene: Statens vegvesen og Nye Veier, samt i noen grad fylkeskommunene. Innovasjonene er relevante for alle fasene i et vegprosjekt: planfasen, prosjektering og driftsfasen. Innovasjonen gir Statens vegvesen, Nye Veier og samfunnet forøvrig betydelige gevinster. Verktøyene legger til rette for riktige investeringer til riktig tid og dermed at totale bygge- og vedlikeholdskostnader reduseres. Dette vil bedre kvaliteten i vegprosjektene, til nytte for trafikanter og andre, samt redusere kostnadene til vegformål og dermed frigjøre midler til andre infrastrukturprosjekter og samfunnsformål. To fylkeskommuner vil involveres for å legge til rette for tilsvarende gevinster på regionalt nivå.
