Although the Department of Psychology (PSI) at the University of Oslo (UiO) has a significant majority of female students, the department is characterized by a majority of men holding top professional positions. To address this imbalance, PSI developed the BalanseHub project to implement three work packages that should ensure equality and diversity when hiring permanent scientific positions. Work package 1: Academic career development programme A career development program/series of events focused on the qualifications required for top professional positions is being offered. The aim is to ensure that everyone has equal access to information about what is emphasized in different positions and how to acquire the necessary skills for an academic career. This program is primarily aimed at research fellows and postdocs and is implemented in PSI's PhD program, which currently has around 150 candidates. It is directly linked to current assessment criteria in academic positions and focuses on information about courses in publishing and acquiring external funds, the department's organizational structure, and contact persons for institutional work. It also provides opportunities for teaching for researchers who do not have this as part of their employment contract, opportunities for international and national research stays, and interdisciplinary collaborative projects to promote independent publications and networking. Additionally, it offers opportunities to apply for a qualification grant or exemption from tuition that can be used, for example, for writing applications. Lastly, there is information on contact points for discrimination cases and other challenges. We have also used our partner role in a national leadership development program aimed at employees at the psychology departments of NTNU, the Universities of Tromsø, Bergen, and Oslo to make gender balance and diversity central elements of this program. The program is intended to allow young talents to develop as research leaders, strengthen their opportunities to compete for national and international research funds, and promote network building. Additionally, it will help to strengthen cultural and attitude-related tools to encourage gender balance and diversity among future research leaders in Norwegian psychology. Work package 2: Recruitment and employment Two HR advisers were employed in a 50% position on this project for one year. They developed new routines and procedures for appointments that would ensure diversity and gender balance for both permanent and temporary scientific positions. The guidelines included information on areas of responsibility for, among other things, the expert committee coordinator. They are responsible for communicating information about the University of Oslo's equality regulations, including any skewed gender balance at the unit/department to which the position belongs. Norms were also provided for correcting the scope of publication for leaves, sick leave, and other valid absences. Templates were also created for job advertisements with gender-neutral language, demonstrating that the institute emphasizes diversity and career development. A plan for how vacancies can be advertised with programmatic advertising to better reach the target group was also developed. Finally, an Action Plan for equality, diversity, and inclusion at the Department of Psychology for 2022-2025 was drawn up. In addition, a registration form was established for quality assurance, where parties involved in hiring must document procedures and regulations in accordance with UiO's equality regulations. The aim is to inform responsible parties about UiO's equality regulations and their responsibility to adhere to these at all stages of the employment process. Furthermore, a collaboration has been established with other BalanseHub projects at UiO, particularly the Faculty of Mathematics and Natural Sciences, so that the work related to Work Package 2 can be coordinated with units that develop similar routines and procedures. Work package 2: Communication and experience sharing The third work package aimed to actively contribute to the exchange of experience with the other units at the Faculty of Social Sciences at UiO through close communication. In addition to achieving this, through the work on the first two work packages, good contact was also established with the FRONT project at the Faculty of Mathematics and Natural Sciences (MatNat), the Department for Personnel Support at UiO, the Gender Equality Coordinator at UiO, the Board of PSI as the decision-making authority, and the Management Group PSI as the reference group. In this way, we believe that the goal of establishing a platform for two-way communication has been achieved, where PSI can contribute to increased understanding of the issues others face, share experiences from proven measures, and actively use knowledge from other actors at UiO to adjust local measures continuously.

De er flere oppnådde og potensielle virkningene og effektene av BalanseHub-prosjektet ved Psykologisk institutt. Dette prosjektet har som hensikt å styrke likestilling og mangfold ved ansettelser i faste vitenskapelige stillinger, noe som vil kunne ha en positiv innvirkning på karriereutviklingen for studenter og ansatte ved PSI. Gjennom arbeidspakke 1 har det blitt utviklet et akademisk karriereutviklingsprogram som gir alle muligheten til å få informasjon om hva som vektlegges i ulike stillingstyper, samt hvordan man kan skaffe seg nødvendig kompetanse for en akademisk karriere. Dette programmet er knyttet direkte til gjeldende vurderingskriterier og inkluderer informasjon om kurs i publisering og anskaffelse av eksterne midler, institusjonelle strukturer og kontaktpersoner, muligheter for undervisning, internasjonale og nasjonale forskeropphold, tverrfaglige samarbeidsprosjekter, søknadsskriving og kontaktpunkter for diskrimineringssaker. I tillegg har man tatt partnerrollen i et nasjonalt lederutviklingsprogram rettet mot psykologifaglige miljøer ved flere universiteter, slik at kjønnsbalanse og mangfold blir sentrale elementer i dette programmet. Arbeidspakke 2 har fokusert på rekruttering og ansettelser, der utvikling av rutiner og prosedyrer som sikrer mangfold og kjønnsbalanse både ved faste og midlertidige vitenskapelige stillinger har vært sentralt. Maler for stillingsannonser med kjønnsnøytralt språk, planer for annonsering og Handlingsplan for likestilling, mangfold og inkludering ved Psykologisk institutt for 2022-2025 er noen av tiltakene som er implementert. I tillegg er det opprettet et registreringsskjema for kvalitetssikring, der involverte parter dokumenterer at UiOs likestillingsreglement er fulgt i alle steg av ansettelsesprosessen. Til slutt har Arbeidspakke 3 bidratt til å styrke kommunikasjonen mellom andre enhetene ved det samfunnsvitenskapelige fakultetet ved UiO, samt etablert god kontakt med FRONT-prosjektet på Matematisk-naturvitenskapelig fakultet (MatNat), Avdeling for personalstøtte ved UiO, Likestillingskoordinator ved UiO, Styret ved PSI og Ledergruppe PSI. På denne måten har man oppnådd målet om å etablere en plattform for toveiskommunikasjon der PSI kan bidra til å øke forståelsen for problemstillingene andre står ovenfor, dele erfaringer fra utprøvde tiltak og aktivt benytte kunnskap fra andre aktører ved UiO til å justere lokale tiltak fortløpende.

Til tross for et betydelig flertall av kvinnelige studenter har Psykologisk institutt (PSI) en overvekt av menn i faglige toppstillinger (69%). Kjønnsbalansen varierer mellom de ulike fagavdelingene, med 43% mannlige professorer ved fagavdeling for klinisk psykologi og 100% ved fagavdeling for kognitiv og klinisk nevrovitenskap. Denne differensierte ubalansen blant disiplinene krever virkemidler som er tilpasset særtrekkene ved de enkelte fagene, og støtter behovet for instituttnære tiltak. Den skjeve kjønnsbalansen blant de faglige toppstillingene står i kontrast til det betydelige flertallet av kvinner blant PSIs studenter på bachelor- (82%), master- (81%) og profesjonsstudiet (76%), stipendiatene på instituttets ph.d.-program (77%) og postdoktorene (71%), og kan ikke tilskrives et historisk etterslep: i perioden 2016-2019 ble det utlyst 13 førstestillinger ved PSI, hvorav én av de tilsatte var kvinne. Denne ubalansen førte til at ledelsen ved PSI opprettet en arbeidsgruppe som evaluerte ansettelsesprosessene ved PSI, og la frem konrekte forslag til systemorienterte og karrierefremmende tiltak for å øke kvinneandelen ved rekruttering til førstestillinger. Basert på retningsgivende rapporter fra arbeidsgruppen søker vi støtte til å delta i BalanseHub for å bedre kjønnsbalansen blant de faglige toppstillingene. Prosjektet fokuserer på systemorienterte og karrierefremmende tiltak for å initiere kulturelle og strukturelle endringer som fremmer likestilling og mangfold ved PSI, og vil bidra til erfaringsutveksling og synergier med fakultet og andre psykologifaglige institusjoner gjennom etablerte nasjonale nettverk. Søknaden koordineres av ledelsen ved PSI, og har en klar forankring i instituttets ledergruppe og sentrale strategiske dokumenter og målsetninger.
