Resiliens i kritisk infrastruktur, næringsphd

In Norway the power grid consists of complex supply chains. This requires collaboration across the sectors within the critical infrastructure. Increasing digitalization also creates vulnerability. A shift in traditional risk thinking is necessary to meet the ever-changing threat picture. This shift can be achieved through a strategic approach to resilience. The activities of anticipating, responding, monitoring and learning can help to achieve resilience in order to ensure the safety of critical infrastructure. In order to emphasize resilience in risk thinking related to critical infrastructure, the project will carry out scenario-based analyzes, explore incident reports and prepare a test regime for practicing incident management. This is expressed through three research questions: (1) How can the foresight approach be applied for gaining insight about the complexity in digital supply chain for critical infrastructure? (2) How to utilize the result from a foresight apporach into system dynamic simulation? (3) How can findings from eariler work and former experiences from stakeholders in a critical infrastructure be used to develop a resilience framework? The project will contribute new knowledge about handling complex supply chains in a critical infrastructure with strict requirements for reliability. The supply chain's digitization processes entail changes in the work structure, and therefore need a resilient approach for continuous improvement.

Prosjektet er en nærings-ph.d. Resultatene fra litteraturstudiet på digitale leverandørkjeder viser at den eksisterende teoretiske bakgrunnen på leverandørkjeder knyttet til cybersikkerhet og resiliens er begrenset. Innhenting av primærdata innenfor dette fagfeltet har hovedsakelig bestått av å gjennomføre spørreundersøkelser. I tillegg er det også begrenset informasjon om det å anvende en scenariobasert metodikk på leverandørkjeder og resilliens. Gjennom arbeidet med denne nærings-ph.d.-en skal det arbeides for å framskaffe forskningsbasert kunnskap om hvordan resiliens kan oppnås i kritisk infrastruktur. FoU-utfordringene som dette prosjektet vil møte er den manglende litteraturen og kunnskap på dette området, samt at komplekse dynamiske verdikjeder blir ofte basert på en statisk tilnærming.
