Last mile logistics innovation

LOGIN (Last Mile Logistics Innovation) responds to an urgent need for new knowledge on how public authorities may support private-sector development, testing, implementation and upscaling of sustainable last mile logistics delivery solutions. A guiding hypothesis of the project is that the behaviour and measures of local governments significantly affect the financial viability of sustainable last mile logistics solutions. There is currently a rapid development of new last mile logistics solutions being developed and tested, amongst others related to e-commerce deliveries to households. For many of these initiatives, the companies involved see a need for dialogue, collaboration or support from municipalities. However, municipalities have limited resources available and also many interests and considerations to make, including the need to avoid distortion of competition. LOGIN is set to develop knowledge on how municipalities and other authorities may support private sector development and testing of sustainable last mile logistics solutions. The project will contribute to capacity-building and new practices for ensuring upscaling sustainable logistics solutions in Norwegian cities. The project will also contribute to revised guidelines for sustainable urban logistics planning in Norwegian cities. The project takes an already established and well anchored living lab as a starting point. The municipalities Oslo, Bærum, Asker and Drammen have together with Viken county established a joint partnership VIV (in Norwegian: Effektiv og fremtidsrettet varelogistikk i E18 vestkorridoren) aiming at identifying and promoting more efficient solutions for freight logistics in their area, particularly in the cities. Other partners in the project are Startuplab and the Norwegian Public Roads Administration. The project is led by the Institute of Transport Economics (TØI), while also VTI (Sweden) and Hanken School of Economics (Finland) contribute as research partners.

Based on experiences from the VIV partnership, LOGIN will develop knowledge on how public authorities, in particular municipalities, may support private sector development and testing of sustainable last mile logistics solutions, contributing to capacity-building and new practices for ensuring upscaling sustainable logistics solutions in Norwegian cities. The project will contribute to revised guidelines for sustainable urban logistics planning in Norwegian cities. Theoretically the project is multi-disciplinary, combining approaches from economics, business, logistics, transport planning, transition management, and political science. In particular, theories and literature on Living labs, Multi-actor collaboration, Public innovation, public policy and administration and Business models are used. LOGIN will extend the research frontier on public-private collaboration to achieve last mile logistics innovation. The research activities will in the end contribute to a public-private innovation environment with a higher likelihood for lasting and large-scale implementation of last mile logistics solutions that contribute to societal goals, while also ensuring profitability.
