The conditions for a cross-sectoral language policy The aim of this Ph.D. project is to study the official Norwegian language policy since 2005. In this period the intent has been for the language policy to be cross-sectoral, which means it should be implemented in all sectors, while the overall responsibility for the policy area lies with the Ministry of Culture. At the same time, experience from language policy administration indicates that language policy has little cross-sectoral effect in practice. This project will look into the relationship between language policy ideals and language policy in practice, using language policy in higher education as a case study. The implementation phase of the official Norwegian language policy in higher education will be addressed and used as an example to understand the conditions for language policy as a cross-sectoral policy area. The project aims at using methods from political science and performance audit to investigate the gap between “expressed” and “actual” language policy. The study will have a comparative approach to the language policy field. The comparison will be between the official Norwegian language policy and official language policies in a selection of European nation states, with particular emphasis on how the language policies have been implemented. Another aspect of the study will be to examine what characterizes “cross-sectoral” policy areas and also to investigate common features in the implementation of policy areas described as “cross-sectoral”. Moreover, the implementation of the official Norwegian language policy in higher education since 2009 will be compared to the implementation of the internationalization policy in the same sector in the same period. The project will help establish a method for evaluating the implementation of the official Norwegian language policy, and one goal is to provide the public sector with tools that can contribute to further developing language policy.

Norsk offentleg språkpolitikk er sidan 2005 forstått som eit sektorovergripande politikkområde som skal utøvast i alle sektorar i samfunnet. Samstundes tyder erfaringar frå språkpolitisk forvaltning på at språkpolitikken i liten grad har vore sektorovergripande i praksis. Denne studien vil gå nærmare inn på tilhøvet mellom språkpolitiske ideal og språkpolitikk i praksis, med høgare utdanning som felteksempel. Målet er å granske implementeringsfasen av språkpolitikken i høgare utdanning, og bruke det som eksempelstudie for å forstå vilkår for språkpolitikk som sektorovergripande. Studien vil ha eit samanliknande perspektiv på det språkpolitiske feltet på tre nivå: 1. Språkpolitiske mål og implementeringa av dei i eit europeisk perspektiv: ei samanlikning av språkpolitiske mål og praksis ved bruken av nasjonalspråk og engelsk i høgare utdanning i eit utval andre europeiske land. 2. Implementering av «sektorovergripande» språkpolitikk og forskingspolitikk i norsk forvalting: Gransking av implementeringa av den sektorovergripande språkpolitikken i høgare utdanning, samanlikna med implementeringa av den sektorovergripande forskingspolitikken. 3. Samanlikning av implementeringa av norsk offentleg språkpolitikk og implementeringa av internasjonaliseringspolitikk innanfor norsk høgare utdanning i perioden 2009-2020.
