LHBT+ i Follo: Kommuner mobiliserer sine minoriteter

Nesodden municipality has, both politically and administratively, taken the initiative to bring together the other municipalities in the Follo-region, Frogn, Vestby, Ås, Nordre Follo and Enebakk, in a project to mobilize for increased efforts and dialogue with its lesbian, gay, bisexual, trandgender and other residents (LGBT+). This is happening after a growing recognition that municipalities must develop new methods and services to provide equal services and services to their inhabitants. This applies in particular to residents belonging to minorities, marginalized and vulnerable groups. Equal services are not equal services for everyone, but services that meet different people. The unique Norwegian study «Queer in the Village» (Eggebø, 2015) provides insight into the living conditions of LGBT+ in Norway. The study reports serious challenges, such as higher suicide rates, more ill health, more harassment and constant invisibility for this group. Following this, the report «The only queer in the village» (Stubberud, 2018) reveals that the local authorities fail in their attempts to develop dialogue and services that meet these challenges. There is therefore a great need for better insight into the challenges our local LGBT+ have, also seen in an intersectional light, ie to see more minorities or grounds for discrimination in context. The project is also timely due to the fact that the municipalities in the new Gender Equality Act, which came into force in 2018, are obliged to tailor gender equality and anti-discrimination measures and to account for such efforts annually. The project's goal is to improve living conditions and dialogue with LGBT+ residents through knowledge-based political and administrative decisions on the renewal of public services.

Dette doktorgradsprosjektet blir organisert som en stilling hos Nesodden kommune, i samarbeid med Høyskolen Kristiania og det gradsgivende universitetet i Bergen (UiB). Hos UiB vil prosjektet være basert i forskningsgruppen for retorikk, demokrati og offentlig kultur, mens ved Høyskolen Kristiania vil prosjektet være støttet av forskningsgruppene for strategisk kommunikasjon og mangfoldsforskning. Prosjektet tar sikte på å få ny kunnskap om det følgende: (1) Hva karakteriserer dagens levekår hos lesbiske, homofile, bifile, transpersoner og andre (LHBT+) lokalt og deres forhold til kommunene sine? Denne forskningen vil gi unik innsikt i levekår lokalt, og kommunenes kontakt med sine LHBT+-innbyggere i dag. (2) Hva er de ideelle forholdene mellom en kommune og deres LHBT+ innbyggere? Denne forskningen vil inkludere kvantitativ og kvalitativ forskning samt aksjonsforskning. (3) Hva er den ideelle retoriske og strategiske kommunikasjonen mellom kommunene og deres LHBT+ innbyggere som kan støtte opp om en levekårsutvikling? Prosjektet kan slik resultere i egne skreddersydde handlingsplaner for seks involverte kommuner i Follo-regionen sør for Oslo, Nesodden inkludert. Det er også et mål å utvikle en innovativ modell for retorisk og strategisk kommunikasjon, som et verktøy for dialog og tjenesteutvikling for minoriteter gjennom blant annet aktivt medborgerskap, med arbeidstittel Follo-modellen.
