The Norwegian Government's expectations for regional and municipal planning state that the UN's 17 sustainability goals must be the main political track for addressing the greatest challenges of our time, and that it is important that the sustainability goals become part of the basis for community and spatial planning. Furthermore, it is emphasized that counties and municipalities are key actors in realizing sustainable social development and the sustainability goals in Norway. The effects of integrating sustainability goals and other related quantified goals in the governing documents lack in-depth research in Norwegian conditions. The same regards whether the goals have an impact on behavioral patterns in the operating organization. This dissertation aims to find answers to how Norwegian municipalities can act to contribute to the achievement of the UN's sustainability goals and the Paris Agreement. Much suggests that the sustainability challenges must be solved through cross-sectoral cooperation and holistic optimization, which is particularly challenging for a municipality to address. The hypothesis that started the orientation of this PhD project is that economy is the main indicator for decision making and assessing goal achievement in organizations. Furthermore, it is claimed that because of this, the effects and consequences of typical measures are well known and communicated. Research and public debate suggest that we must approach sustainability issues in a similar way as we do with the financial result - continuous measurement throughout the year and not just at the annual report. This leads us to the main goal of this doctoral dissertation, which is: “Develop a framework that enables commitment to compliance of daily activities that lead to the achievement of the sustainability goals and climate goals of the individual municipality.”

Det er et stort kunnskapshull knyttet til hvordan norske kommuner på best mulig måte kan gjøre konkrete handlinger for å bidra til å nå FNs bærekraftsmål og målene i Parisavtalen og det er nettopp dette denne avhandlingen ønsker å finne svar på. Molde kommune og Møre og Romsdal fylkeskommune har også en stor interesse av å få mer innsikt i hvordan bærekraftstematikken skal angripes på en mer konkret og effektfull måte. Erfaringene er at gapet mellom visjonene til kommunene og dag-til-dag handlinger ute i kommuneorganisasjonene er stort. Det er ønskelig å finne ut av hvordan man kan bevege seg fra store ord i lokale, nasjonale og internasjonale rapporter, strategier og planverk til daglig drift og operasjonalisering. Mye tyder på at bærekraftutfordringene må løses gjennom tverrsektorielt samarbeid og helhetlig optimalisering. På grunn av det store spennet i en kommunes ansvarsområder har dette har vist seg å være særs utfordrende å gripe an. Norske kommuner har ulike forutsetninger for å levere sine tjenester. Geografi, alderssammensetning og levekår er alle faktorer som gjør at de kommunale tjenestene ikke koster det samme å tilby i alle kommuner. For å utjevne disse forskjellene kompenseres slike ufrivillige kostnadsforskjeller gjennom inntektssystemet til kommunene og fylkeskommunene. Den økonomiske aktiviteten i samfunnet skjer ute i kommunene og vi har i mange år hørt slagordet «tenke globalt og handle lokalt» i sammenheng med bærekraftsmålene. Nettopp denne frikoblingen mellom kommunenes inntektsfordelingssystem og bærekraftsprestasjon vil analyseres i doktorgradsprosjektet. Prosjektet vil finne svar på hvordan kommunesektoren skal nå sine bærekraftsambisjoner og gi et styringssystem som muliggjør at ambisjonene nås. Det er også sannsynlig at prosjektets resultater vil ha overføringsverdi til privat næringsliv.
