Nansensenteret: PES-Horisont Europe rammebeviligning for 2021 og 2022

The Nansen Center is a national environmental and climate research institute with a goal to conduct climate and environmental research, innovations, and development of services to the benefit of the society. Horizon Europe will be essential for development and access to new relevant knowledge, as well as funding adequate research. The goal is to continue and strengthen the Nansen Center as an attractive, competitive, and relevant leader and partner in research applications to the Horizon Europe calls. The Center has mapped the opportunities in Horizon Europe. The Strategic plan (2021-24) and the work programs under Pilar 2 demand EU research within key knowledge areas of the Center. These includes high quality digital marine- and climate services, marine biodiversity and ecosystem management, clean and healthy oceans and air, mitigation and adaptation to climate changes well as preparing Europe for new treats caused by environmental and climate changes. The Centre has also identified high relevance to Pilar 1 wrt. ERC personal grants and expertise to contribute to European research infrastructures, focusing on technology and environmental data from the Arctic. In EIC Pathfinder we have identified opportunities to involve the expertise of Norwegian technology companies, related to multi-ensemble climate projections, as well as marine monitoring and predictions of the Arctic environment. Horizon Europe research will be an integrated part of the new institutional Strategy (2022-2027). Horizon Europe will also contribute to new partnerships with Norwegian and European research institutions, public administration, and business partners. The management, scientists, research coordinators, finances and administration will strengthen their skills and ability for supervision about the work programs, application process, financing, and project management in Horizon Europe. The project will also contribute to promote Norwegian expertise and interests related to the Arctic.

Som nasjonalt miljø- og klimainstitutt har Nansensenteret et spesielt samfunnsansvar relatert til klima- og miljøforskning, innovasjon og tjenesteutvikling. EU´s rammeprogrammer og Horisont Europa, har vært og er vesentlig både for senterets utvikling av og tilgang på kompetanse, samt at det er en viktig inntektskilde. Nansensenteret (ledergruppe, forskningskoordinatorer, gruppeledere og forskere) kartlegger regelmessig mulighetsrommet i Horisont Europa. I Strategisk Plan (2021-2024) og arbeidsprogrammene under Pilar 2 – spesielt i Klynge 4, 5 og 6 og flere destinasjoner under hver av disse, etterspør EU forskning relatert til Senterets kompetanse innen høykvalitets digitale (marine- og klima-) tjenester, (marin) biodiversitet og økosystem forvaltning, ren og sunnere hav- og luftmiljø, reduksjon og tilpasning til klimaendringer, samt forberede et motstandsdyktig Europa på nye trusler som følge av (hav)miljø og -klimaendringer. Nansensenteret har også identifisert høy relevans i Pilar 1, både i ERC personlige Grant og for å kvalifisere oss til en EU-forskningsinfrastruktur med fokus på teknologi og (miljø)data fra Arktis. I Pilar 3 EIC Pathfinder har vi identifisert konkrete muligheter til å involvere norske teknologibedrifter, relatert til multi-ensemble globale klimaprojeksjoner, samt havovervåkning og -varsling i Arktis. PES prosjektet skal også bidra til å innarbeide videre Horisont Europa deltakelse i senterets nye strategi og dets handlingsplan, samt å porsjonere senteret mot nye partnere innen norsk og Europeisk forskning, forvalting og næringsliv. Senterets ledelse, forskere, forskningskoordinatorer, økonomi og administrasjon vil å styrke egen veiledningskompetanse om arbeidsprogrammene, søknadsprosessen, økonomi og administrasjon i Horisont Europa. I 2022 vil senteret benytte PES prosjektet til å videreføre aktiviteter fra vårt pågående MVO prosjektet med fokus på norske interesser innen Europeisk Polarforskning.
