NILU has been established to contribute to applied knowledge production for society and business on issues related to the atmosphere - both per se, as a transport environment for pollutants, and as an exposure medium for both humans and nature, with associated effects. NILU's research is characterized by high level of interdisciplinarity and has a large contact with business, public administrations at all levels, with civil society, education systems at all levels, NGOs and the public. We also have a key role in the application of results in practice nationally and internationally. This means that NILU's research ranges from basic research to applied research, and that NILU contributes to innovation in both the private and public sectors. We work actively to uncover environmental consequences of, for example, new technologies (environmental toxins, nanoparticles, plastics), and to disseminate this knowledge to society, nationally and internationally. And we strive to maintain our position as an important and sought-after institute, so that we can multiply the value of our research through our networks. The EU's framework programs for research have been an important arena for acquiring the necessary knowledge and for contributing to education and innovation, and we want to continue to be an active and sought-after partner. We must continuously work for better knowledge in our organization about the EU framework program for research and its innovation element (pillar 3). We want to prepare and implement a strategy towards the EU as a complement to NILU's other strategy. We also want to contribute to a strong position of Norway in Europe, and to take on tasks that contribute to this. And not least, we want to contribute to meeting Norwegian goals in bringing back home the national contribution to Horizon Europe – and to multiply its effect. Project proposals are highly competitive so that a broad support is needed for the many related activities.

I perioden 2021-2022 skal vi arbeide med følgende aktiviteter: - ferdigstillelse av HE strategi og utforming av tiltaksplaner på institutt- og avdelingsnivå som skal sørge for tilpasset støtte for deltakelse i HE etter instituttets og avdelingenes behov - posisjonering av egen institusjon for å komme i fora og konsortia på alle strategiske fagområder (atmosfæreforskning, luftkvalitet, utslipp av forurensende stoffer, jordobservasjoner, klima og miljø, miljøgifter og mikroplastforurensning, toksikologi og risikostyring av menneskeskapte nanopartikler, informasjon- og kommunikasjonstjenester samt programvareutvikling, folkeforskning og støtte til politikkutforming) - posisjonering av NILU for å kunne bidra til og videreutvikle relevante infrastrukturer - strategisk posisjonering for å kunne nominere eksperter til HE-relaterte utvalg og andre funksjoner - samarbeid med forvaltningen (bl.a. Forskningsrådet, Innovasjon Norge) for å sikre informasjonsflyt og videre utvikling av HE og det europeiske forskningsområdet - kompetansebygging for å oppnå bedre forståelse av HEs logikk, instrumenter og hvordan HE spiller sammen med andre instrumenter i FoU-systemet, samt hvordan best å utnytte de tilgjengelige instrumenter for å oppnå NILUs og avdelingenes strategiske mål - kompetanseheving på innovasjonsområdet og for å identifisere hvilke innovasjonsinstrumenter er relevante for bedre å koble NILUs kunnskap til samfunnets behov - utarbeidelse av prosjektforslag til konkrete utlysninger i alle HE søyler - utvikle en systematisk tilnærming til å sikre at resultater fra prosjekter er maksimalt utnyttet.
