Workshop Proposal: Space and Atmospheric Physics on Svalbard - A science case for an atmospheric radar on Svalbard in the 21st Century

A small, 2 day workshop will be held after the Svalbard Science Conference in November 2021 in Oslo. It has the aim of planning and drafting a White Paper which outlines the scientific case for continued measurements of the atmosphere using an incoherent scatter radar (ISR) on Svalbard after the end of operations of the current EISCAT Svalbard Radar (ESR) (~2030). The technique used by the radar (incoherent scatter) is the only means by which detailed measurements of atmospheric parameters across several hundred km in altitude, from 50km upwards, (such as temperatures, densities, conductivities) as a continuous time series can be obtained. Online discussions have shown there is strong interest within the international research community (from EISCAT member countries (Norway, Sweden, Finland, UK, China, Japan) and other countries that are not members of EISCAT, such as the USA and Canada) for continued measurements on Svalbard post-2030. Before discussing the 'How?' and the 'Where?' for such a facility, the most important question to answer is 'Why?'. The workshop will thus be a first step in co-ordinating this endeavor. It will bring together experts from the Norwegian research community who have agreed to contribute to a White Paper and also serve as conduits to co-authors in the international community. The White Paper would be published in an international, peer reviewed, open access journal.
