Døren til realisering av oppdrettseventyret i Innlandet

The business community in Inland County is per today dominated by the agriculture and forestry sector. The county also holds great water resources which gives the opportunity to establish landbased freshwater fish farming as a new potensial growth industry. This is therefore now one of several focus areas of development in the county’s bioeconomy strategy plan. Klosser Innovasjon AS is an innovation company (partly owned by Inland County) which in 2014 started an initiative to facilitate development of landbased char farming in the Inlands. To parallel projects were started; Project Arctic Red- a national breeding program for arctic char, as well as a mobilization program to guide and support new fish farmers. The interest is high in the region, and there are multiple suitable locations for this production. But the road towards establishment is highly knowledge-intensive for both the public sector and permit applicants, and innovation is necessary to realize this new industry. This innovation project consists of four work packages: 1; Create a close collaboration and improved procedures in the public sector for processing aquaculture applications, and providing guidance for the applicants, 2; Gain more knowledge about aquaculture system solutions and their suitability for char farming in the inland watercourses, including which adaptations and water treatment technologies are necessary here, 3; Implement genotyping technology in the breeding system that ensures the quality of the brood stock, as well as preparing a model for a sustainable breeding program which meets the future demand for roe, and 4; Map out the possibilities and potential of value creation in fish farming at suitable areas in the county. The overall result will be the establishment of new job opportunities in the region,- especially in the districts, through better facilitation and guidance, less complicated permit processing, and ensurance of a good source of quality roe for food production.

Næringslivet i Innlandet i dag er i stor grad basert på jordbruk og skogbruk som de store hovednæringene. På grunn av de store vannressursene er landbasert fiskeoppdrett sett på som en potensiell ny vekstnæring i fylket, og satsningen er en del av innlandets bioøkonomistrategi. I 2014 startet to initiativer opp for å legge til rette for landbasert røyeoppdrett; Prosjekt Arctic Red- et nasjonalt avlsprogram for arktisk røye, og et parallelt mobiliseringsprogram som skal hjelpe nye aktører i å etablere nye oppdrettsanlegg. Interessen for landbasert oppdrett er høy i regionen, og det finnes mange potensielle lokasjoner for dette. Men veien mot etablering er kompetansekrevende for både det offentlige og konsesjonssøkere, og innovasjon i det offentlige er nødvendig for å realisere den nye næringen. Prosjektet består av fire arbeidspakker der en skal 1. Skape et tett samarbeid og forbedret prosedyre i den offentlige sektoren for behandling av- og veiledning med akvakultursøknader for landbasert ferskvannsoppdrett, 2. Få økt «bestillerkompetanse» og kunnskap om hvilke systemløsninger for landbasert røyeoppdrett som egner seg i innlands ferskvannsvassdrag, og hvilke tilpasninger og renseteknologi som er nødvendig her, 3. Implementere genotypingsteknologi i avlsarbeidet som sikrer avlsmaterialets kvalitet, samt utarbeide modell for et bærekraftig avlsprogram som ivaretar fremtidens etterspørsel for rognmateriale, og 4. Kartlegge mulighetsrommet for og verdiskapingspotensialet til oppdrett på tilgjengelige områder i fylket. Overordnet resultat vil gi etablering av nye arbeidsplasser i regionen og spesielt i distriktene gjennom bedre tilrettelegging og rådgiving, enklere saksbehandlingsforløp og sikring av rognmateriale til å sette i gang produksjon.
