The innovation idea of ??the project is a scalable service for position determination for the mass market with cm accuracy. The project will explore the combination of a new technology for distributing GNSS corrections (GNSS SSR) and a new and immature technology with great potential: position determination in 5G mobile networks. The goal of the project is to develop a user-friendly, redundant, accurate and scalable position determination service. This should be done by: (i) develop a new scalable method for distributing GNSS correction data; (ii) use the telecommunications network's 5G as an independent source for position determination (iii) develop a new hybrid positioning service (HyPos) using both the distribution of GNSS corrections (i) and 5G (ii). In particular, the project will investigate how these two core technologies can interact and complement each other to increased scope and higher redundancy. Development of the hybrid service requires an interdisciplinary approach to understand and handle the radical changes required for realization, thus competence is required from both a GNSS and the Telecom sector's perspective. In addition, an organizational perspective is needed since Kartverket must collaborate with the telecom sector on how these two sectors together can offer the service, which requires new collaborations as well as new business and management models to realize the innovation. A broad user-oriented approach in the project is therefore necessary. The project highlights the transport sector as an area of ??application, as in the near future this sector will have a great need for a scalable, secure real time service with redundancy. With the development of HyPos, the project will support the national strategy for position determination, navigation and timing: "Access to GNSS, digital mobile networks and accurate time is a prerequisite for collaborative intelligent transport solutions (C-ITS) and self-driving cars, boats and drones."

Med en eksponentiell vekst av digitalisering, nye sensorer, Internet of things (IoT), stordata og autonomi ser vi i dag en økende andel maskiner og tjenester som skal bevege seg presist. Nøyaktig posisjonsbestemmelse smelter i denne konteksten sammen med andre kjerneteknologier og vil akselerere fremveksten av alt fra droner, avanserte anleggsmaskiner, og ikke minst fremtidens autonome transport på jordoverflaten, i luften eller på vannet. Disse må alle vite nøyaktig hvor de er i sanntid. Dagens tjenester som tilbyr nøyaktig posisjonsbestemmelse kan ikke skaleres opp til et ubegrenset antall brukere og det er ikke mulig å tilby tjenesten overalt pga. svakheter ved GNSS. Prosjektet vil derfor utforske teknisk og organisatorisk hvordan en moderne hybrid posisjonstjeneste kan utformes for å møte det økende behovet for nøyaktig posisjonsbestemmelse i morgendagens digitale verden. I prosjektet skal man belyse egenskapene for posisjonsbestemmelse med henholdsvis GNSS og 5G, samt hvordan disse to kjerneteknologiene best kan fusjoneres i en skalerbar massemarkedstjeneste. Prosjektet starter med å identifisere brukerbehov både i privat og offentlig sektor for en hybrid posisjonstjeneste. Dette gir et viktig grunnlag for hvordan de tekniske oppgavene i prosjektet planlegges og utføres. Prosjektet skal sette opp en prototype for både en ny type GNSS korreksjonsmetode som er skalerbar og for 5G posisjonsbestemmelse. Slik kan prosjektet gjøre praktiske tester, tallfeste og vurdere hva som skal til for å oppnå brukerbehovene med de to ulike kjerneteknologiene. Det gir et grunnlag for å utforme og teste en hybrid posisjonstjeneste, der brukerbehovene, teknologiske begrensninger, nødvendig infrastruktur og kostnader er sentrale faktorer som må veies opp mot hverandre. Prosjektet avsluttes med å utarbeide forretningsmodeller for hvordan et offentlig-privat samarbeid kan se ut for å drifte en hybrid posisjonstjeneste etter prosjektets slutt.
