«I wish I'd taken this course before we started working on the application work for offshore wind in Norway two years ago!", participant at ImpactWind summer school June 2023 "Talks needed over density of offshore windfarms in Europe, warn experts", headline in The Guardian-article discussing project paper "Gone With the Wind (Marine Policy vol 159, jan 2024) The growing offshore wind sector highlights overlapping interests in use of the marine area. The Norwegian government is therefore setting up a licensing process with pre-qualification before award of areas and then two years of thorough impact assessments before eventual awards of licenses to develop the areas. The impact assessment phase is complex, involving many different disciplines, and may, if poorly executed, be a "show-stopper" delaying the development phase and leading to challenges for investors and industry. ImpactWind SouthWest shall contribute knowledge, data and competencies for effective development of sustainable offshore wind in Norway. The project is a large consortium with 28 partnerd, whereof 4 >R&D partners, 12 offshore wind developers, 6 suppliers/industry clusters, 3 industry associations and 3 fylkeskommuner. The project also includes some state regulatory authorities as observers. The project has 2 post-doctoral fellows, 1 within marine technologies (UiS) and 1 within law (UiB) and 1 PhD-scholar within marine technologies (UiS). A third post-doctoral fellow, within geophysics UiB, will be recruited by January 1st 2024. The project has 6 published papers/book chapters. The project paper Gone With the Wind is a collaboration between Geophysics and Law UiB Geofysikk og Jus ved UiB oand shows the importance of cross-disciplinary research. The paper discusses how one wind farm may ‘steal’ wind from another and was published in the journal Marine Policy. In November the paper was discussed by the British paper The Guardian in an article on European offshore wind regulations. The project has had 3 op-eds, where of 2 in Norwegian papers (Dagens Næringsliv) and 1 in a Swedish paper (Gøteborgsposten). There has been 20 presentations at industry conferences or various industry seminars. We have presented the project for representatives for academia and governmental authorities from Iceland, Poland, USA, Brazil and Taiwan. The ImpactWind summer school 2023 was held in Stavanger in June with 30 participants, for the most part from the industry, but also some from relevant governmental authorities. In addition to he Norwegian participants, there were also participants from Iceland, Poland and USA. The lecturers came from UiB, UiS, UiA and NORCE The feedback from the participants was generally positive. In 2024 there will be a similar summer school, this time in Bergen. The project has been engaged in discussions with both universities and vocational schools about development of offshore wind related education within both vocational training, higher vocational training and university education.

Både i Norge og i utlandet vises det til mulige arealkonflikter ved utbygging av havvind. Norske myndigheter legger derfor opp til en grundig søknadsprosess med prekvalifisering før tildeling av areal og opp til to år med grundige konsekvensutredninger før utbygging av tildelt areal. Høringssvarene til den foreslåtte veilederen for havvind påpeker at en svakt utført konsekvensutredningsfase kan bli en «show-stopper» og forlenge tiden før industrien får tildelt oppdrag innen havvind. Dette prosjektet samler 1 regionalt forskningsinstitutt, 3 regionale universitet, 4 næringsklynger, 3 nasjonale bransjeforeninger, 9 konsesjonssøkere og 3 leverandørbedrifter i et tverrfaglig kapasitetsløft rettet mot konsesjonssøknadsprosesser. Målet med prosjektet er å muliggjøre raskere utbygging av havvind - i og utenfor Norge - gjennom utvikling av forskningsbasert kunnskap og langsiktig kapasitet for effektive konsesjonssøknadsprosesser. Prosjektet har fire delmål: 1) Utvikle samarbeidsarenaer mellom havvindindustri og akademia; 2) Utvikle databaseløsning for data og utredninger for havvindutbygginger; 3) Utvikle forskningsbasert kunnskap som fyller identifiserte kompetansegap; 4) Nytte etablert industrisamarbeid til å styrke regional høyere utdanning med relevans for havvind. Med bakgrunn i den foreslåtte veilederen for arealtildeling og konsesjonsprosess, prosjektkonsortiets faglige kunnskap og dialog med næringsklynger, bransjeforeninger og aktuelle industripartnere, er det identifisert 10 konkrete kompetansegap som skal adresseres: 1) Virkninger på marint miljø; 2) Arealkonflikter; 3) Sirkulære design; 4) Kostnadseffektivisering og optimalisering av arbeidsforhold for personell; 5) Sosial aksept; 6) Sysselsettingsutvikling; 7) Klimaeffekter på vindressurser, mikroklima og juridiske spørsmål; 8) Klimakonsekvenser for utbygging og drift; 9) Risiko og konsekvenser ved ulykker; 10) Standarder for løpende overvåking av miljø og anlegg.
