Municipal strategic energy and climate action plans (SECAPs) are the cornerstones in the transformation to the low emission society. It is mandatory for all Norwegian municipalities and county councils to plan for reduction of climate gas emissions, energy efficiency measures, contributions to increased production of renewable energy, and adaptation to a changing climate. But the quality of the municipal plans is quite variable, and even the best plans are challenging to translate into concrete actions. The PentaHelix method is developed in cooperation with partners in Croatia, Belgium, Latvia, and Spain, and contributes to the development of SECAPs that are time and cost efficient for the municipalities to develop, set ambitious targets, are well anchored throughout all parts of the society, contributes to better multilevel cooperation and cooperation between municipalities, and to a greater degree are actually implemented. The EU project was finished the autumn of 2021, but with support from the Norwegian Research Council Norwegian municipalities may receive support to exploit the PentaHelix methods and tools, and get assistance in developing SECAPs that fulfill European criteria set through Covenant of Mayors. This will ensure that an increasing number of Norwegian municipalities will be able to actively participate in European networds and projects, and get both knowledge based and financial support to carry out the transition to the low emission society.

Hovedmålet med prosjektet vårt er å bidra til at norske kommuner får utarbeidet bedre klimaplaner, og får en lavere terskel for å delta i internasjonale klimaprosjekter. Gjennom Horisont2020-prosjektet PentaHelix, som ble avsluttet i september 2021, har vi bistått en rekke kommuner med å utvikle bedre klimaplaner. Uten gode klimaplaner, som stemmer overens med EUs krav til Strategic Energi and Climate Action Plans (SECAP), er det stadig vanskeligere å få innvilget støtte til klimaplanprosjekter fra HorisontEuropa. Mange norske klimaplaner oppfyller disse kravene, andre trenger en oppdatering for å oppfylle både norske og europeiske krav, men svært få norske kommuner har fått godkjent sine klimaplaner hos EUs hovedplattform for klimaplanlegging Covenant of Mayors. Dette gjør at norske kommuner blir mindre attraktive partnere, og gjør at terskelen for å gå inn på denne arenaen blir unødvendig stor. PentaHelix-metoden vist seg å fungere godt for kommunene som har testet den. Den har gitt gode klimaplaner som er enkle å kommunisere, og ikke minst; klimaplaner som faktisk blir gjennomført. Her har partnerskapsmodellen til Klimapartnere stått helt sentralt, og gitt en ramme for strukturert medvirkning fra alle typer samfunnsaktører. Gjennom dette prosjektet vil vi gi alle norske kommuner enkel tilgang på alt materiell, verktøy og kunnskap som er utviklet gjennom PentaHelix-metoden, finne løsninger som gjør det enklere for norske kommuner å delta i europeiske klimaplannettverk og prosjekter, bidra til kunnskapsbygging hos både kommunene og samfunnsaktørene som skal delta i klimaplanprosessene, og bistå flere kommuner i å utvikle gode klimaplaner som faktisk blir gjennomførte.
