The first two milestones "Signing the funding contract and consortium agreement" and "Exploring and framing system learning" were successfully implemented in M03 and M09 by WP1, WP2 and WP3 and the website and social media activities of WP6 were launched (D.6.2). In doing so, WP1 also successfully implemented the RACI QM methodology in the project, in addition to the outcomes planned in the proposal (1.1 contract/agreement; 1.2 data management plan). In parallel, WP2 developed the theoretical basis for the start of the ULL experiments in 2023 with "City needs & challenge maps" (D2.1), "Good practice playbook" (D2.2) and "Living Lab 2.0 design guide". Complementing this, WP3 successfully built the TANGO-W learning system, consisting of the f2f CoPs and online CoPs, to support the ULL experiments. Results of this are D3.1 "European Vision & Adaptive Indicators" as well as "Transformation Rooms/Architectures" and "Implementation Roadmaps" for each TANGO-W ULL, based on a SWOT analysis per ULL. In addition, WP6 has started working with C-KIC based on D.6.3 "TANGO-W Communication and Dissemination Strategy" and has started producing the planned materials and webinar series. SIN had the responsibility for task 2.2 and 2.3. Task 2.2 Good Practice Analysis; Lead: SIN, Contributors: NR, AIT (M3 – M10) SIN has defined two levels of Observation areas and Quantitative indicators for the project. First, the UTC-monitoring level has been defined, considering TANGO-W’s framework for UTC. Impact monitoring aims to match the observation glasses of project members, as well as to stimulate the description of impact cycles because of interventions. Furthermore, the most relevant areas have been identified to assist ULLs in a successful implementation of the project. Then, SIN has also defined the Sustainability Monitoring level, which use is intended for case-specific evaluation and monitoring. For this level of the project, SIN has drafted a first set of goals and indicators from which ULLs can start building their own monitoring framework according to their needs and intentions. SIN performed a literature review of both public and private projects linked to Food, Energy, Water, and/or urban transformation (19 in total). From the analysed projects the ones with more relevant, and well documented, project insights have been included in the deliverable. SIN has mapped all the challenges and needs of the Urban Living Labs (ULL). This has allowed to frame them more easily within the Wolfram framework (exercise partially done in T2.1), as well as, to identify context-specific and shared challenges that the ULLs are facing. This exercise is based on a thorough analysis of the work performed during T2.1 (reported on D2.1), particularly from the interviews with the Guardians of the Process. Task 2.3 Living LAB 2.0 concept design; Lead: SIN, Contributors: AIT, NR. (M5 – M9) -Based on the analysis of good practices from previous projects and the definition of the Urban Living Labs (ULLs) challenges and needs, a set of best practices, aka success criteria, have been defined. This exercise also included framing the identified best practices to Wolfram’s framework for UTC that TANGO-W has chosen as the way to evaluate and foster UTC in the ULLs. The TANGO-W (Transformative cApacity in eNerGy fOod and Water) project is an applied research project that develops urban transformative capacities (UTC) as a novel governance ability at the interface of food, energy and water. TANGO-W follows Wolfram's (2016) capacity building approach, adopting a needs and requirements-based focus on the capacity building priorities of urban stakeholders (Objective 1). At the heart of TANGO-W is the two-level capacity building approach (Objectives 2 & 3). At the urban level, TANGO-W designs and implements Urban Living Labs 2.0 (ULL). At the European level, TANGO-W establishes a transdisciplinary Community of Practice (CoP) as an integrative coordinating transformation system. Both provide the spaces for the development of UTC according to the needs of urban actors in several dimensions (i.e., transformative governance formats, shaping new transformation roles; self-organization, technical skills and tools). At the same time, the ULL and CoP act as novel governance formats at local and EU level to accelerate urban change in a desired, sustainable direction. The activities of TANGO-W result in policy recommendations for replication and upscaling measures as well as in training concepts and pilot courses that support capacity building in TANGO-W fellow cities (Objective 4).
