English summary
A lot of time and resources are spent on conducting the Youth Data survey (Ungdata-undersøkelsen), both nationally, in the municipalities and in upper secondary schools. Since 2010 and until now, approx. 915,000 young people from almost all Norwegian municipalities have participated in Youth Data. Every 3 years, most municipalities and county councils (fylkeskommuner) carry out the survey for pupils in grades 8.-10. at secondary school and Vg1-Vg3 at upper secondary school.
According to Section 5 of The Public Health Act, municipalities are required to have an overview of the health status of the population at all ages, and Youth Data provides an overview of the health status of young people aged 13-19. Ungdata receives a lot of attention in the media, and much research is published based on the findings from Youth Data. However, there is little research on how the municipalities approach the findings from Ungdata. According to Section 7 of the Public Health Act, the municipalities must take the necessary measures to meet the municipality's public health challenges. In this project, we will look at how municipalities use data they receive from Ungdata, and how municipalities use Youth Data in their development of measures aimed at young people. We will look at what promotes and inhibits the use of Youth Data as a knowledge base in the development of measures in the municipalities.
The seven competence centers in the drug field in Norway, including KORUS Sør, have a particular responsibility for guiding the municipalities before, during and after the conduct of Youth Data. KORUS are supposed to contribute to that the municipalities implement knowledge-based measures based on Ungdata and other data on a municipal level. According to this expectation, we need more systematic knowledge about how the municipalities approach the data they receive from Ungdata, and what promotes and inhibits the use of Youth Data as a knowledge base.
In the design of municipal measures, one should start with the identification of specific areas that require local efforts. We want to see to what extent Youth Data is used in this way. As part of KORUS Sør's societal mission, the competence center must contribute to strengthening the competence and quality of the relevant services within the center’s area of competence, and KORUS has, among other things, a particular responsibility for guiding the municipalities in their work with the findings from Youth Data. In this project, we therefore want to look at how the municipalities themselves think about Youth Data as a knowledge base for assessing and implementing knowledge-based measures, and how this has developed over time.
We want to explore how the municipalities use the data from Youth Data from three angles. First, we want to look at how Youth Data is approached currently, and to what extent the results are used to make changes in the work with young people locally. We will also look at how Youth Data is anchored in the municipalities. Then we aim to explore Ungdata as a tool for youth participation. The UN Convention on the Rights of the Child (Article 12), The Norwegian Constitution (§104), and the Education Act (§10-2) all emphasize the right of children and young people to be heard. We will examine whether Ungdata contributes to fulfilling this right, and how municipal employees, politicians, and the young people themselves perceive this. A third approach is to look at to which degree the findings from Youth Data are considered a credible knowledge base in municipal initiative design. Is there local trust in the data, or are critical questions raised regarding its validity?
The methodology will include in-depth interviews with key informants, a review of municipal plans and political documents, and observation of selected meetings, such as committee meetings, municipal or city council sessions, or other relevant arenas.
Knowledge of municipal barriers and drivers for the use of basic data will have relevance for other projects where KORUS acts as a mediator between state policy/investments and the municipalities. KORUS Sør builds its activity on systematic knowledge acquisition. Through this project, we will collect knowledge on several levels, which will be useful in the company's daily operations in the future. We will also use the results for this research in different arenas where KORUS Sør collaborates with other expertise environments. The knowledge will also be brought back to The Norwegian Directorate of Health, which finances the competence center.
So far in the project — which is slightly delayed — progress has been made through participation in PhD courses (20 ECTS credits completed), and data has been collected through interviews (29 conducted), observations (approximately 10), and the gathering of various relevant documents. No findings have been presented at this stage.
