Recovery through citizenship and the development of sustainable municipal services in the field of mental health and addiction. Popular science presentation Municipal services for people with challenges related to mental health and or addiction have been through major changes through the last decades. Traditionally the helper has told service users how to get well, while nowadays they are asked what they need. This is called Recovery. Recovery means the importance of having a pleasant and fulfilling life, and being a part of the society as a citizen, despite the presence of mental illness or addiction. Citizenship is a concept that can be understood in different ways, but the common denominator is that it refers to the equitable opportunities for participation in the society. Surveys show that citizenship in recovery needs to be examined and strengthened. At the same time, there will be future challenges in relation to lack of access of healthcare personel. Mestringsenheten in Sandnes has various recovery-oriented services. One is called “Recoveryhjelpa”. Theiy focus on citizenship andis run by people with personal experience in mental health and or addiction. Based on this, we have formulated some questions; “How can recovery be understood in the context of citizenship?”, “To what extent do people, with problems related to mental health or addiction who seek municipal services, experience citizenship?” and “What experiences do people with problems related to mental health or addiction have with "Recoveryhjelpa", and if so; how does participation amplify the feeling of citizenship?” Summary The aim of this project is to examine to what extent people with problems related to mental health or addiction, experience citizenship, and how Mestringsenheten can be an arena for promoting citizenship. This can provide knowledge that can be useful in the development and prioritization of municipal health services in a sustainable way in the future.

Mestringsenheten gir hjelp til personer med psykisk helse og eller rusutfordringer i Sandnes kommune. I tiden fremover står kommunene overfor store utfordringer når det gjelder tilgang på helsepersonell. Det er derfor behov for å undersøke hvordan tjenestene kan organiseres fremover for å imøtekomme dette, og samtidig kunne tilby gode, effektive og bærekraftige helse-, omsorgs- og velferdstjenester. For å imøtekomme dette vil det blant annet bli nødvendig å fordele oppgaver til annet personell enn helsefaglig kompetanse. Helsepersonellkommisjonen anbefaler også i sin rapport, utgitt februar 2023, at helse- og omsorgstjenestene tar sin del av samfunnsansvaret for å aktivisere, sysselsette og inkludere personer i samfunnet. I Sandnes kommune er god folkehelse og bærekraftig utvikling valgt som grunnleggende verdier, og disse verdiene skal legges til grunn for all forvaltning, samfunnsplanlegging og tjenesteutøving. Innen fagfeltet rus og psykisk helse har recoveryperspektivet blitt sentralt. Recoveryperspektivet handler om at den enkelte opplever støtte i sin personlige bedringsprosess, og gis gode sosiale rammevilkår, med mål om meningsfull hverdag og et godt liv. Medborgerskap er en nøkkelkomponent innen recoveryorienterte praksiser. Undersøkelser viser at det er denne nøkkelkomponenten innen recovery som trenger å styrkers i fremtiden. Det er også undersøkelser som viser at om likeverdig helse og velferd skal oppnås må oppmerksomheten rettes mot menneskelige relasjoner der mennesker ivaretar felles former for samhandling. Ett recoveryorientert tilbud med fokus på medborgerskap, innen Mestringsenheten er «Recoveryhjelpa». Tilbudet drives av personer med egenerfaring innen psykisk helse eller rus, og har fokus på å hjelpe innbyggere med samfunnsdeltakelse. Prosjektet kan gi informasjon om i hvilken grad innbyggere som søker hjelp i Mestringsenheten opplever medborgerskap, og hvordan Mestringsenheten kan være en arena for medborgerskap.
