Energiomstilling for å redusere utslipp av klimagasser vil kreve en massiv økning i fornybar energiproduksjon i Norge, samtidig som naturkrisen bør vurderes på lik linje med klimakrisen.  I tillegg, har vi sett at utbygging av fornybar energi har blitt stoppet på grunn av konflikter og uheldige fordelingsvirkninger, noe som viser at økonomisk effektivitet ikke kan skilles fra fordeling og aksept av politikk. Det kreves derfor en mer helhetlig tilnærming for å balansere hensyn til klima, natur og bredere samfunnsinteresser. EnergyWise er et tverrfaglig prosjekt som tar sikte på å sammenstille og vurdere de viktigste konsekvensene for samfunn, økonomi, klima og natur av økt fornybar energiproduksjon i Norge. Prosjektet vil deretter inkludere disse konsekvensene som verdsatte kostnads- og nyttekomponenter, eller ved å holde viktige naturområder utenfor utbygging ("bærekraftsskranker"), i den nasjonale energisystemmodellen TIMES. EnergyWise-prosjektet vil så analysere i TIMES avveininger og fordelingseffekter av scenarier for økt fornybar energiproduksjon og anbefale effektive og akseptable løsninger som kan gi en bedre balanse mellom ulike interesser. Prosjektet har seks arbeidspakker (WP) der WP1 sammenstiller konsekvensene av økt fornybar energiproduksjon, WP2 har som mål å verdsette konsekvensene for natur og samfunn av den økte produksjonen, WP3 gjennomfører analyser av de ulike produksjonsscenariene i TIMES-modellen der de ulike konsekvensene er verdsatt i kroner eller inkludert som skranker, og WP4 analyserer ulike virkemidler og bidrar med anbefalinger. WP5 er rettet mot brukersamarbeid og formidling, mens WP6 er viet prosjektledelse. Forskere fra Statistisk sentralbyrå (SSB), Institutt for energiteknikk (IFE), Norsk institutt for naturforskning (NINA) og Menon skal gjennomføre prosjektet i samarbeid med partnere fra flere statlige institusjoner, inkludert NVE, Miljødirektoratet, Statkraft, privat og frivillige organisasjoner og et vitenskapelig ekspertråd.

The energy transition will require a massive expansion of renewable energy production in Norway. At the same time, the nature crisis needs to be considered on par with the climate crisis. Further, attempts at energy expansion have stalled due to conflict and distributional impacts, demonstrating that economic efficiency cannot be separated from acceptability and equity of policies and outcomes. Hence, a more holistic approach is required to achieve a better balance between climate, nature and wider societal interests. We propose an interdisciplinary project that aims to synthesise and assess the most important impacts on society and economy, climate and nature from renewable energy expansion and integrate these either as monetised welfare effects (costs and benefits) or as sustainability constraints in an integrated national energy system model framework. This framework will be used to analyse trade-offs and distributional effects of expansion scenarios and recommend efficient and acceptable policies that can achieve a better balance between interests. Hence, the proposed project addresses the main topic and challenges of the call and portfolio plan: “The need for comprehensive understanding and knowledge of the issues and trade-offs we face “..” when “Development of new energy production and infrastructure puts pressure on land and biodiversity, while efficient resource management is more important than ever.” Further, we address the two priority areas of the call in an interdisciplinary way, “generating knowledge of power markets, regulations….and distributional effects” and taking head on “controversial topics involving conflicting societal interests”. Researchers from Statistics Norway, Institute for Energy Technology, Norwegian Institute for Nature Research, and Menon will implement the project in cooperation with collaborators from government, e.g. Environment Agency, the Energy Regulator, Statkraft, private and NGO sectors, and a scientific advisory board.

EnergyWise: Integrated modelling of efficient and acceptable expansion of renewable energy in times of nature and climate crises

Digitalisering står sentralt i norsk bærekrafts- og energiomstillingspolitikk. Forhåpninger til digitalisering handler blant annet om effektivisering og «dematerialisering». Samtidig blir løftene rundt digitalisering sjelden sett i sammenheng med ringvirkninger av digital infrastruktur, slik som energi-, materialbruk- og konsekvenser for lokalsamfunn – materielle og stedbundne aspekter av den virtuelle «skyen» vi stadig blir mer avhengige av. 

Limits to digitalization (L2D) studerer datasentre som fenomen i lys av både global bærekraft, norsk omstillingspolitikk, og ringvirkninger for norske lokalsamfunn. Ved å dokumentere dilemmaene, konflikter og usikkerhet rundt datasentre i og på tvers av disse nivåene, vil prosjektet bidra til å se digital infrastruktur ikke bare som et redskap for effektivisering, men også for tilstrekkelighet, ved å utforske ideer og former for nøysomhet i relasjon til digitalisering. 

Prosjektets forskningsspørsmål er: Hvordan kan begreper om nøysomhet brukes på digital infrastruktur, for å forstå og forbedre konsekvensene av digitalisering? Spørsmålet studeres av et forskerteam fra NTNU Samfunnsforskning, NTNU og Boston University, som i samarbeid med lokale og nasjonale aktører gjennomfører casestudier, analyserer etiske og samfunnsmessige avveininger og utfører internasjonal komparativ forskning i kombinasjon med modelleringsaktiviteter for driftsoptimalisering.

Kommunal- og distriktsdepartementet, Nasjonal kommunikasjonsmyndighet, Invest in Norway og Norsk Datasenter Industri deler kompetanse om nasjonale rammevilkår og hensyn. Kommunene Løten, Hadsel, Hamar, Skien, Vennesla og Vågå deler sine ulike erfaringer omkring datasentre sine implikasjoner for lokalsamfunn. Kunnskapsmålene er både ny og politikkrelevant forskning om næringen og dens rolle i relasjon til bærekraft, samt nye verktøy og modeller med relevans for drift og regulering i sektoren.

The energy transition tends to foreground the efficiency of energy-intensive industries over energy sufficiency. Limits to digitalization (L2D) will address this paradox by studying digital infrastructures (e.g., data centers) to explore the socio-environmental implications of digitalization. L2D will develop a conceptual framework for digital infrastructure sufficiency, thus contributing to the challenges outlined in the portfolio plan through addressing knowledge gaps around energy and material consumption and local impacts of data center establishments, seen against the beneficial prospects of digitalization through improved efficiency, de-materialization, and value-creation. Fundamentally, L2D asks whether these tensions imply a need for “limits” to digitalization, and what such limits might look like. 

L2D explores Twin Transition challenges through the lens of Norwegian data centers. We consider energy transitions’ impacts on society, climate, and nature, through the on-going attempt by Norway to become a global hub for digital infrastructure, justified by reference to digitalization’s environmental, climate, and societal benefits. Norwegian decision makers at all levels struggle to make sense of and govern the trade-offs around data center establishments. Through a novel partnership with Norwegian municipalities, national policy makers, and industry, L2D conducts local case studies, studies national governance in a cross-national comparative perspective, and helps shape the emerging frameworks around this nascent industry. The project’s unprecedented access to and collaboration with the notoriously secretive data center industry aims to hold Norwegian industry partners accountable to the highest international standards, and enable leading scientific partners to develop knowledge and tools for improved decision-making and transparency around energy and data center governance.

Limits to digitalization: Exploring the transition challenges of Norwegian data centers

Prosjektet FOOD4kids har som mål å forbedre barnehagens kunnskap om mat og hvordan den påvirker både helsen vår og naturen. Prosjektet er et samarbeid mellom norske (Dronning Mauds Minne Høyskole og Norges Teknisk-Naturvitenskapelige Universitet), svenske (Universitetet i Dalarna) og italienske (Universitetet i Bari) forskningsinstitutter. Disse institusjonene skal samarbeide tett med barnehagekjeden Trondhjems Asylselskap (som inkluderer ti barnehager) og Credo Matkultursenter for barn (Trondheim). Credo er et pedagogisk senter i Trondheim (Norge), hvor barna kan erfare tilberedning av sunn og bærekraftig mat side om side med profesjonelle kokker og høyt kvalifiserte lærere. Vi vil samle inn data gjennom spørreskjemaer og intervjuer med ansatte og barnehagebarn for å få innsikt i deres erfaringer med mat og bærekraft. Vi vil da beregne det totale karbonutslippet knyttet til de ulike matvarene som utgjør størstedelen av kostholdet til barn i barnehagen. Denne typen analyser er også kjent som Life-Cycle Assessment (LCA) og vil tillate oss å utvikle en brukervennlig app for å raskt vurdere helse- og miljøpåvirkningen av matvarene, tilpasset barnehager. Intervjudataene, sammen med litteraturdata, skal brukes til å 1) undersøke og sammenligne mat som blir servert i barnehagene i tre europeiske land (Norge, Sverige og Italia) og 2) undersøke barns kunnskap om bærekraft og hvordan næringsnett fungerer i naturen. Til slutt vil vi utvikle og teste ut effektive pedagogiske verktøy og aktiviteter som handler om bærekraft og helse. Resultatene av dette prosjektet skal iverksettes i undervisningen til fremtidens barnehagelærere og vil bidra til en bedre forståelse av bærekraft og hvordan man introduserer dette temaet til barnehagebarn.

FOOD4kids is bringing together research institutions from Norway (QMUC and NTNU), Sweden (Dalarna University) and Italy (Bari University) to develop educational activities and tools aiming at improving food literacy in Early Childhood Education and Care Institutions (ECECIs). The research institutions will work in close cooperation with the ECEC chain Trondhjems Asylselskap (including ten ECECIs) and with Geitmyra Credo Food Culture Centre for Children (Trondheim). This is an educational centre in Trondheim (Norway), where children can experience preparing sustainable and healthy food side-by-side with professional chefs and highly trained educators. The project will use a multidisciplinary approach to gain knowledge about how ECECIs can reduce their carbon footprint, mitigate biodiversity loss and promote health. We will collect data by means of questionnaires and interviews from the staff and the children in ECECIs, and, perform a Life-Cycle Assessment (LCA) of the food items that are the bulk of children’s diet in ECECIs. This will allow us to develop a research based, easy to use, free of charge digital tool to assess the health and environmental impact of food items, customized for ECECIs, which will be the main outcome of the project. The interview data will be analysed by both quantitative and qualitative methods to 1) investigate and contrast food choices in ECECIs in three European countries and 2) investigate young children’s knowledge about sustainability issues and natural food webs. Finally, we will develop and test pedagogic tools and activities that are effective in educating for sustainability and health. Findings from this project will be implemented in the teaching of future ECEC teachers and will contribute to a better understanding of sustainability and how to introduce this topic to kindergarten children.

Sustainability through food literacy in early childhood education and care institutions

Nettbasert videopplæring til lærere for å forbedre leseferdigheter hos barn som bruker alternativ og supplerende kommunikasjon: Lesing for alle intervensjon

Leseferdigheter gir tilgang på informasjon, sosial samhandling, utdanning og sysselsetting. For elever med intellektuelle funksjonsnedsettelser er leseferdigheter spesielt viktig i forhold til språkutvikling, kognitiv utvikling og en mer selvstendig kommunikasjon og de kan i større grad benytte tekstbaserte kommunikasjonshjelpemidler. 

Det er mangel på evidensbaserte leseprogram som er tilpasset denne elevgruppen som ofte blir møtt med lave forventninger og liten kompetanse. Denne elevgruppen blir ofte ekskludert fra fonologisk leseopplæring og fokus har vært på opplæring av høyfrekvente ord og vokabular.  

Prosjektet har to formål: 

a) RCT studie: måle effekten av videoopplæring for lærere som skal undervise elever med intellektuelle funksjonsnedsettelser som bruker ASK, i lesemateriellet «Lesing for alle». 80 elever med lærere skal delta, hvor 40 lærere mottar videoopplæring og fysisk opplæring, og 40 lærere mottar kun fysisk opplæring. 

b) Validere tester i fonologisk bevissthet og avkoding. Disse testene vil bli testet på 900 typisk utviklede barn (1. og 2. klassinger) og 100 barn med intellektuelle funksjonsnedsettelser som bruker ASK. 

Lesemateriellet som skal benyttes, Lesing for alle, baserer seg på forskningen til leseprogrammet Accessible Literacy Learning av Janice Light og David McNauhgton. I leseintervensjonen skal det jobbes systematisk med ulike komponenter innen fonologisk bevissthet og avkoding. Oppgavene er tilpasset elever som bruker ASK og det kreves ikke verbalt språk. 

Forskningsprosjektet er tilknyttet Høgskolen i Østfold sitt doktorgradsprogram og forskningsgruppen DeveLep. Prosjektet med resultater vil presenteres gjennom flere vitenskapelige artikler.

Introduction: children with autism spectrum disorders, cerebral palsy, Down syndrome, and other disabilities may experience challenges in various areas of development, including communication skills, speech, language, cognitive and conceptual development, literacy, social participation, and access to education. Norway has sparse data on children who use AAC and their reading skills. National data on this estimates between 0.4 and 1.2 % of children, and no gold standard intervention is available to treat such a vulnerable population. Moreover, Norway lacks tools to assess those children regarding essential reading skills such as phonological awareness and decoding. Almost 50% of instruments available for reading assessment do report validation studies. 
The first objective is to test, via a superiority randomized controlled trial, the effectiveness of an online video training called Lesing for alle (Reading for all). We compare in-person + video training to video training only on word-level reading skills of children who use AAC. 80 children will be randomly allocated to one of the interventions. Lesing for alle is based on the research and methodology developed by researchers Janice Light and David McNaughton of Penn State University, which was designed to help educational personnel on teaching to read essential words and sentences by providing explicit, systematic instruction in the alphabetic principle and phonics. The second objective is to provide validity evidence via items response theory for a battery for assessing word-level skills assessing phonological awareness (including sound blending and phoneme segmentation, and letter-sound correspondence), recognition of sight words, and decoding for both ACC and non-ACC children. For the validation procedure, we will recruit 1,000 children (900 neurotypical developmental children and 100 children who use AAC.

Online video training for teachers to improve reading skills in children using augmentative and alternative communication

Det siste års sterke svingninger og raske økninger i energiprisene har satt søkelys på hvordan den pågående omstillingen av Norge til et lavutslippssamfunn kan slå ulikt ut for ulike samfunnsgrupper. Det har vist seg utfordrende å finne politisk og økonomisk gode grep som både kan kompensere utsatte forbrukere og samtidig sikre andre mål i klima- og energipolitikken. FAIRPOWER-prosjektet vil ta for seg dette dilemmaet. Det består av tre integrerte deler: 

Arbeidspakke 1 vil utforske modellscenarioer for hvordan kraftmarkedene vil kunne respondere på lavutslippsutviklingen. Kraftmarkedene vil bli påvirket direkte, men også indirekte via andre sektorer og internasjonale markeder. Et sentralt element i omstillingen vil være å gå over fra fossil energi til fornybar kraft. Scenarioanalyse er en måte å illustrere usikkerhet på; utfallene vil avhenge ikke bare av strategivalgene i Norge, men også i utlandet, ikke minst utviklingen i og samspillet med resten av Europa. 

Med scenarioene som bakteppe vil vi i arbeidspakke 2 analysere hvordan ulike husholdningsgrupper påvirkes av energiomstillingen. Virkningene forventes å være forskjellige avhengig av husholdningenes inntekt, hvor de bor og arbeider og hva slags teknologier og energikilder de benytter til oppvarming og transport. Til disse analysene vil vi utvikle en ny husholdningsmodell som kan koples til de økonomiske scenarioene. 

In arbeidspakke 3 vil vi bruke erfaringene fra de to første delene til å vurdere mulige tiltak som kan kompensere husholdningene for økte energipriser og motvirke uønskede fordelingsvirkninger av lavutslippsomstillingen. Som del av arbeidet vil vi gå gjennom kompensasjonsordninger som er blitt brukt i ulike europeiske land siden energiprisene steg betraktelig i 2022. Vi vil sammenlikne ulike utforminger med tanke på fordelingsvirkninger, samfunnsøkonomiske kostnader og utslag på sentrale energi- og klimapolitiske mål.

The recent energy price peaks have called attention to how an accelerating low-emission transition ahead may have undesired distributional impacts. A key challenge is to design compensatory policies that do not set the transition nor other energy policy goals at risk. FAIRPOWER seeks to advance the scientific knowledge base relevant to this policy dilemma through 3 research steps. Main outcomes of Work Package (WP) 1 will be scenarios for how the power markets respond to low-emission strategies. The case is Norway, who aims to substantially electrify the economy. The use of a multisectoral, multiregional macroeconomic model system will capture interrelated adaptations across all sectors, indirect power market feedbacks and Norway’s dependency on the EU’s low-emission strategy, given their partly integrated power markets and common climate policies. The scenarios will reflect the uncertainty about how these international political and economic relations will evolve. 

WP2 will investigate distributional impacts of the low-emission transition, both across income groups and across households distinguished by a variety of attributes within income groups, incl. region, job sector and heating equipment, household composition and residential characteristics. The research will methodologically go beyond state-of-the-art by building a microsimulation model with better data, more details and simultaneity. With the consistent macroeconomic scenarios as a backdrop, we will study distributional impacts of simultaneous changes affecting households through consumer prices, investment costs and income elements. 

WP3 will use the results from WP1 and WP2 to analyse compensatory schemes. First, we will survey and analyse European recent compensatory policies. Based on this insight we will investigate how various designs can balance fairness concerns against the low-emission transition and other energy and climate policy goals in the Norwegian setting and under different scenarios.

A fair low-emission transition of the power market (FAIRPOWER)

Frafall i videregående opplæring regnes som en av de største utfordringene i norsk skole og har i mange år fått mye oppmerksomhet, både blant politikere og i media. Frafallet er størst innenfor yrkesfaglige utdanningsprogram, og det er særlig overgangen fra den skolebaserte delen av opplæringen til læretiden som er en utfordring for mange elever. Hvert år står rundt 7000 til 9000 søkere uten læreplass i bedrift, og flertallet av dem har lovfestet rett til videregående opplæring.
Prosjektet School4Work har som mål å utvikle kunnskap om overgangen fra skolen til læretiden og om rollen som videregående skoler, yrkesfaglærere, bedrifter og opplæringskontor har i denne overgangen. Målet er å utvikle tiltak og strategier som kan gjøre yrkesfaglærere bedre i stand til å legge til rette for elevenes overgang til læretiden, og å utvikle en lærebok om overgangen fra skolen til læretiden som kan brukes i yrkesfaglærerutdanningen.
Prosjektet er organisert i tre delprosjekter som setter søkelys på ulike aspekter ved overgangen fra skolen til læretiden og på ulike aktører som er involvert når læreplasser blir formidlet. Viktige spørsmål er hvilken rolle skolen har i elevenes forberedelse på arbeidslivet, og hvilke strategier lærerne bruker for å gi lettere tilgang til læreplasser. Prosjektet skal også undersøke hvordan bedrifter og opplæringskontor rekrutterer lærlinger, og hvordan eventuell nedprioritering eller diskriminering av enkelte grupper av elever kan forklares. 
Prosjektet gjennomføres av en tverrfaglig sammensatt forskningsgruppe i samarbeid med Utdanningsetaten i Oslo og Akershus fylkeskommune.

The transition from the school-based part of VET to apprenticeship is one of the biggest challenges in the education system in Norway. Every year, between 7000 and 9000 young people are left without an apprenticeship after the first two years of VET in school. Young people who do not obtain an apprenticeship may leave education and training early, putting them at risk of remaining not in education, employment or training (NEET). School4Work aims to develop knowledge that will enable vocational teachers to facilitate students’ transition from the school-based part of VET to apprenticeship. The project will develop measures and strategies that can be implemented in vocational teacher practice to support young people in their transition from school to work. 
School4Work is an interdisciplinary project, drawing on the fields of education, sociology and political science. We will develop knowledge about the role of schools and teachers in preparing students for the transition to apprenticeship. Furthermore, we will study employers’ decisions when hiring apprentices and the role played by training agencies. Methodically, we will combine complementary approaches, including 1) a scoping review, 2) focus group and individual interviews, 3) vignettes, 4) a survey and 5) analysis of register data. The project is based on theories on employers’ decision-making processes when hiring new staff and theories on the role of teachers as ‘boundary workers’ at the boundary of school and work.
The project is developed and will be conducted in collaboration with the regional educational authorities in Oslo and Akershus (school owners). Together with our project partners, we will organise workshops to discuss the project findings with vocational teachers, school leaders and staff in training agencies. Furthermore, the findings and their possible implications will be summarised in a textbook for vocational teacher education.
School4Work includes a PhD and a postdoctoral fellowship.

Vocational Teachers as Facilitators in the School-to-Work Transition

Prosjektet LIFE ønsker å utvikle en ny forståelse av livsmestring i skolen som et svar på de utfordringer som allerede har vist seg når dette tverrfaglige tema skal finne sin form i skolens planer og praksis. "Folkehelse og livsmestring" ble introdusert i 2020 som et av tre tverrfaglige tema, men meningsinnholdet i "livsmestring" favner bredt og blir på mange måter vagt. Det har ført til mye diskusjon om hva livsmestring er og dette gir en krevende situasjon for de som skal arbeide med det i praksis. På engelsk er det tilsvarende begrepet "life skills" noe mer avgrenset, men dette løser ikke uten videre utfordringene i norsk skole, verken utdanningspolitisk eller i klasserommet. LIFE vil svare på denne kunnskapsmangel ved å lage systematiske kunnskapsoversikter basert på norsk og internasjonal forskning. Vi vil Imidlertid utnytte denne internasjonale koplingen ved å gjennomføre en parallell, mindre undersøkelse i Irland, i samarbeid med kolleger der. På den måten vil vi få et bedre grunnlag for å se den norske situasjonen i et internasjonalt perspektiv. Hoveddelen av prosjektet undersøker hvilke forestillinger som finnes om livsmestring i grunnskole og videregående skole, både hos elever og personale. Vi bruker spørreundersøkelser og vil gjennomføre grundigere studier av 15-20 skoler, hvor vi bruker ulike kvalitative metoder og dokumentstudier. Det samlede resultater fra alle delstudiene vil bli diskutert med representanter for praktikere, skoleeiere, utdanningsbyråkrater og utdanningspolitikere, med sikte på felles refleksjon om hvordan politikk og praksis kan forbedres. Dette vil gi økt innsikt i samspillet mellom utdanningssektoren og samfunnet forøvrig og si noe om hva som er realistisk å oppnå. LIFE vil på grunnlag av alt dette komme med forslag til hvordan livsmestring kan være en sentral del av arbeidet i skolen, basert på et gjennomtenkt kunnskapsgrunnlag som er forståelig for både lærere og elever og med føringer for hva som kan være god praksis.

This project will develop a new concept of life skills education (LSE) in Norwegian schools to address unresolved challenges in the ongoing implementation and recent curriculum development. 'Folkehelse og livsmestring' (LSE) was introduced in 2020 as one of three interdisciplinary topics in Norwegian national curriculum. By using 'health and life skills' in official English translation, the government refers to international policy terminology, which is not necessarily equivalent to the broad and vague connotations of the Norwegian term ‘livsmestring’. The international and national state of the art, including public debate, leaves many questions open regarding the meaning, content, and practice of LSE, which also raise questions about policy intentions. LIFE will address knowledge needs that arise from the present situation through a systematic review and investigation of diverse understanding and practises of LSE on different curricular levels in in the education sector in Norway , using quantitative, qualitative and document studies. Views of school owners, school leaders, teachers, other school personnel and students, will be investigated through a national survey and case studies in 15-20 schools. A smaller scale study along similar lines will be done in Ireland to see if and how practice differs across national contexts and to make project results more robust through international comparison. Bringing these studies together, the final results will be presented to relevant stakeholders for common reflection in order to improve policy and practice. In addition to presenting empirical studies and scholarly discussion of LSE in Norway and Ireland, LIFE will address the challenges arising from implementation of LSE in Norway and contribute to an efficient, transparent and knowledge-based policy implementation and practice development in Norway. Thereby, LIFE assesses the quality and relevance of LSE as part of the interplay between education and society at large.

Life skills in theory and practice. Knowledge base, perceptions and implementation of an interdisciplinary topic in Norwegian schools

LABCare er et forskningsprosjekt som skal bidra med kunnskap om hvordan kompetansen til helsefagarbeidere som jobber i eldreomsorgen kan styrkes gjennom gode læringsmiljø i og mellom utdanninger og kommuner. Helsefagarbeidere er en yrkesgruppe som utgjør nøkkelpersonell i omsorgen for eldre, men som i utgangspunktet har lav formell utdanning. Det er stort behov for kunnskap om betingelser for læring og kompetansebygging innen eldreomsorgen, spesielt blant denne yrkesgruppen. LABCare omhandler læringsmiljø, yrkesfaglig utdanning og omsorgsarbeid og har fokus på læringsmiljø i og på tvers av yrkesfaglige utdanninger og arbeidsplasser innen eldreomsorgen. Den består av dokumentstudier, feltarbeid og intervju i seks større bykommuner og mindre distriktskommuner på tvers av tre regioner i Norge og Danmark. En dokumentstudie ser nærmere på politiske styrende tekster og tidligere forskning på feltet. Forskningsprosjektet rommer også omfattende feltarbeid og intervju for å beskrive utdanningsinstitusjoner, kommuner, arbeidsgivere, elever, studenter, lærere og veilederes erfaringer. De ulike studiene vil sammen gi viktig kunnskap om betingelser for læring og læringsmiljø. Dette kunnskapsgrunnlaget vil kunne brukes i videre utviklingsarbeid, både strategisk, organisatorisk og praktisk, med mål om å sikre en kompetent og kvalifisert arbeidsstyrke innenfor eldreomsorgen.

Worker recruitment, retainment, and upskilling are interwoven challenges in the elderly care field. Although these are priorities in both Norway and Denmark, the complex demands and treatment of healthcare students and licensed practical nurses (LPNs) is complicating the fulfillment of such goals. A richer account of learning environments, vocational education, and experiences of care work will be necessary to provide a competent and reliable workforce for the future. Responding to the urgent need to attract and retain qualified elderly care staff, a core objective of LABCare is to explore, using appropriately boundary-crossing frameworks, how conditions for learning may be enhanced through collaborative arrangements between vocational education and municipal employers. Built around the concept of Expansive Learning Environments this project proposes an interdisciplinary, comparative study that extends across demographic and national boundaries. A multi-case-study design, which uses several data sources and methods, is employed for cross-site comparison. The key sites of the study are the learning environments in and across vocational education and elderly care workplaces, and the research, involving document studies, fieldwork, and interviews, will be conducted in 6 municipalities across 3 regions: Nordland, Oslo, and 1 Danish region. By utilising the Expansive-Restrictive Framework from Fuller & Unwin (2004), LABCare will newly identify policy and organisational elements that shape student/LPN motivation and learning, investigate synergies between the personal engagement of students/LPNs and the development of elderly care education and organisations, and ultimately provide a novel analytical framework for evaluating the quality of learning environments pertaining to care work. The findings will be of critical relevance to several development initiatives – strategic, managerial, practical – that endeavour to secure a competent and qualified elderly care workforce.

Learning across boundaries in elderly care (LABCare): Enabling expansive learning in and across vocational education and workplace practices

Den vedvarende smitteoverføringen av prioner som gir skrantesjuke (CWD) fortsetter å true overlevelsen til hjorteviltpopulasjoner i Nord-Amerika, og deres usikre zoonotiske potensiale vekker bekymring for folkehelsen.
Siden det første tilfellet av CWD hos norsk villrein og elg i 2016, er sykdommen funnet i flere norske regioner og nordiske land. Samarbeidet vårt med nøkkelpartnere i dette prosjektet har ledet til identifiseringen av flere CWD-stammer hos norsk rein, elg og hjort. Av spesiell betydning er disse stammene ikke relatert til de som for tiden finnes i Nord-Amerika. Disse funnene har klare implikasjoner for den fremtidige forvaltningen av disse europeiske skrantesjuke prioner hos hjortedyr.
Med konsortiets brede og komplementære kompetanse og ekspertise, vil dette ambisiøse prosjektet kombinere dyreforsøk i reinsdyr- og gnageremodeller, i tillegg til in vitro-eksperimenter med de nyeste og sensitive teknologiene (RT-QuIC, PMCA) og en potensiell feltanvendbar test, Minnesota-QuiC-testen (MN-QuiC).
Potensialet til CWD-stammer for spredning blant hjortevilt og for å infisere nye dyrearter, inkludert mennesker, avhenger i hovedsak av to hovedfaktorer: nivået av EKSPONERING for CWD-smitte og mottageligheten til de EKSPONERTE ARTENE for de forskjellige CWD-stammene. EmergingCWD tar sikte på å adressere begge sider av dette problemet. Det vil gi en ny forståelse av hvordan de fremvoksende CWD-prionene identifisert i Norge kan spre seg både innenfor og mellom vertsarter.
Siden prioner er forskjellige fra de fleste kjente smittestoffer som virus og bakterier, er kunnskapsmangelen om smitteevne og overføringsmekanismer fortsatt stor. Gitt de mulige dramatiske konsekvensene av prionrelatert sykdom, vil dette prosjektet representere et avgjørende innspill for å tette dette kunnskapsgapet av relevans for både Norge og det internasjonale vitenskapsmiljøet.

The inexorable contagious transmission of chronic wasting disease (CWD) prions continues to threaten the survival of cervid populations in North America, and their uncertain zoonotic potential raises concerns for public health. 
Since the first case of CWD in Norwegian reindeer and moose in 2016, the disease is found in several Norwegian regions and Nordic countries. Our recent collaborations with key partners in this proposal have identified multiple CWD strains in Norwegian reindeer, moose and red deer. Of particular importance, these strains are unrelated to those currently sustaining the North American epidemic. These findings have clear implications for the future management of these emerging European prions. 
With the strong and complementary skills and expertise of the consortium and the unprecedented resources it represents, this ambitious project will combine live animal experiments in reindeer and mice models, in addition to in vitro experiments with the most recent and sensitive technologies (RT-QuIC, PMCA) and a potential field-deployable test,  the Minnesota-QuiC test (MN-QuiC).
The potential of CWD strains for spreading among cervids and for infecting new animal species, including humans, essentially depends on two main factors: the level of EXPOSURE to CWD infectivity and the intrinsic SUSCEPTIBILITY of the EXPOSED SPECIES to the different CWD strains. EmergingCWD aims at addressing both sides of this issue. It will provide a new understanding of how the emerging CWD prions identified in Norway can spread both within and between host species. 
Being different from most known infectious agents like viruses and bacteria, knowledge about prions, their infectiousness, and their transmission mechanisms continues to lag behind. Given the possible dramatic consequences of prion-related disease, this project will represent a decisive input to close this knowledge gap of relevance to both Norway and the international scientific community.

Chronic wasting disease  prions from Norwegian cervids: Assessing the pathogenesis, shedding, spillover and zoonotic potential

De siste årene har illustrert at miljøpolitiske tiltak kan være svært konfliktskapende og gi grunnlag for politisk mobilisering i form av nye organisasjoner (Motvind) og nye politiske partier (Folkeaksjonen Nei til mer Bompenger, nå Folkets Parti). Når meningene blir sterke, kan introduksjonen av forbruksreduserende tiltak føre til utilsiktet og uheldig polarisering. Kunnskap om hvilke tiltak som kan skape og dempe konflikter mellom grupper er derfor viktig. Vi vet at støtte fra en befolkningsmajoritet ikke nødvendigvis er tilstrekkelig for suksessfull implementering av politikk. Det er også avgjørende å unngå sterk motstand og mobilisering. 

SCORE vil gi kunnskap om hvilke grupper man kan anta vil reagere på bestemte typer tiltak, i hvilken grad reaksjonen kan gi opphav til politisk mobilisering og sosial konflikt og hvordan dette kan dempes eller unngås gjennom utforming av tiltak og ulike kommunikasjonsstrategier.

Prosjektet studerer hvordan folk vil reagere på tiltak som griper inn i enkeltpersoners hverdag og valgfrihet. Slike virkemidler kan gi vesentlige endring i forbruket av varer og tjenester, men kan samtidig være konfliktskapende. SCORE kartlegger nordmenns holdninger til forbruksreduserende og inngripende virkemidler og analyser hva som påvirker holdningene. Prosjektet studerer særlig hvordan folks holdninger påvirkes av hvilke varer og tjenester som reduseres og hvilke former for regulering som brukes. Prosjektet undersøker også hva som ligger til grunn for sterke reaksjoner hos enkeltgrupper. 

SCORE kombinerer flere forskningsmetoder, både ulike former for spørreundersøkelser og kvalitative metoder som fokusgrupper. Vi analyserer også betydningen av å reflektere, diskutere med andre og få svar på spørsmål om politiske tiltak, dels gjennom eksperimentelle spørreundersøkelser og dels gjennom en deliberativ meningsmåling.

A societal transformation is needed to mitigate climate change and stop biodiversity loss. As new policies are implemented and will affect people’s lives more directly, the potential for public protest, political mobilization, and polarization between groups will increase.

If a majority of the public opposes a measure to reduce consumption, it lacks democratic legitimacy, and the political cost of implementation will be high. An additional challenge is that introducing new policies could cause societal polarization and conflict, particularly if the support or opposition towards a policy relates to group affiliations and social identity.
The SCORE project is designed to provide new insights into factors influencing the degree of opposition against restrictive consumption reduction measures and the polarizing potential of such measures. There is a relatively good theoretical understanding of the psychological and social mechanisms influencing how people react to climate policy measures. However, we still need more knowledge of how these mechanisms play out in a high-consumption country like Norway and with regard to policy instruments that restrict individuals’ choices as consumers.

SCORE uses psychological and sociological perspectives to analyze the opposition against and the polarizing potential of relevant political measures to reduce consumption in Norwegian society. We use experimental surveys and a large-scale deliberative survey to identify how policy design and framing can influence opposition across diverse groups and test how information and deliberation can influence attitudes towards relevant measures. The project will: 1) identify opposition against and the polarizing potential of different measures, 2) give a better understanding of the reasons for opposition and polarization between groups, and 3) investigate experimentally how measures can be designed and communicated in a less provocative way to diverse groups.

Refractory Sorting Using Revolutionising Classification Equipment

Circular economy will be one of the main drivers to significantly reduce CO2 in the refractory industry, as the energy-intensive primary raw material production has by far the highest impact on the product's carbon footprint. So far, automated sorting solutions could not consolidate in refractory recycling because the development is extremely complex and requires combination of different sensor technologies. The ReSoURCE project will innovate the full process chain of refractory recycling with an AI-supported multi sensor sorting equipment as its core technology. Combining laser-induced breakdown spectroscopy, hyper spectral imaging with optimized pre-processing and automated ejection will lay the foundation to set a new state of the art for refractory sorting starting of particle sizes down to below 1 mm. The continuous monitoring of the economic and ecologic benefits by techno-economic and life cycle assessment will ensure the green and digital transformation of the refractory recycling value chain. Reaching the ReSoURCE objectives will lead to massive annual CO2 reductions (up to 800 kilo tonnes) and energy savings (up to 760 GWh) in the European Union. Naturally usage of secondary raw materials is related to a reduction of extractive processing in the raw material mines (reduction of 1 million ton).  Simultaneously, it will give access to currently unexploited raw material sources within the European, therewith strengthening EUs resilience by fostering refractory material autarky, particularly as some of the refractory base materials are listed on the EU's critical raw material list (bauxite, graphite).  The two demonstrators to be build in course of the ReSoURCE project, will ensure the straight-forward exploitation and implementation of this revolutionising recycling process chain in the European industry.

The goal of this project is to create two new linguistic resources for Latin, namely two computational valency lexicons, i. e. dictionaries containing syntactic, semantic, and frequency information on the arguments of verbs. Valency lexicons distinguish t ransitive verbs from intransitive verbs and record semantic information on the nouns occurring in the subject or object positions. To illustrate their value for traditional linguistics, the lexicons will be used to conduct two studies on a particular aspe ct of Latin syntax.
So far, I have completed the automatic extraction of two valency lexicons respectively from the Index Thomisticus Treebank, a syntactically annotated corpus for medieval Latin, and from the Latin Dependency Treebank, on texts of the Cl assical era. These two lexicons record syntactic information on verbal arguments.
My plan is now: 
1) to enrich the two lexicons with semantic information on verbs? selectional preferences;
2) to use the lexicons as empirical evidence supporting a linguis tic study on Latin syntax in a contrastive perspective, comparing classical Latin and medieval Latin.
My stay at the University of Bergen will focus on the methodological aspects of the project and involves adapting advanced computational linguistics and  corpus linguistics methods developed for extant languages to data from an extinct and less-resourced language like Latin. Therefore, it requires knowledge in Latin linguistics as well as in statistical and computational techniques. The environment at the  University of Bergen will contribute with a vital methodological complementarity to my work. 
This research will shed light on Latin lexicography and syntax as well as on various areas of Natural Language Processing and computational lexicography, showing  the potential benefits of applying computational and statistical methods to Latin linguistics. As such, this project situates itself within the broader field of Language Technologies for Cultural Heritage Data.

Automatic extraction of valency lexicons from Latin corpora

We propose to submit a research project to Research Council of Norway, Division for Science under its YGGDRASIL mobility programme in collaboration with host institution Northern Research Institute (Norut) Tromso,Norway and CSRE, Indian Institute of Techn ology, Bombay Mumbai, India. The effort envisioned is monitoring the snow cover and glacier system in the wake of global warming effects on cryosphere and in particular Himalayan glaciers. These glaciated terrains of Himalayas are quite arduous and inacce ssible. However the satellite Remote Sensing has opened up the possibility of data acquisition in such terrain at regular intervals. The mapping of snow cover using optical remote sensing, however, suffers quite with cloud cover problems as well as satura tion of optical bands for fresh snow. Such problems do not effect microwave sensing with its day and night all weather viewing capabilities which has an added advantage of characterization of snow cover, quantitative estimation of snow parameters and deci phering three dimensional glacier dynamics. With the advent of orbital radar system such as ENVISAT, Radarsat-2, ALOS PALSAR etc more sophisticated high resolution and precision data became available to explore this adverse glaciated terrain. Himalayan gl acier?s rapid retreating and thinning is threatening water supplies for billions of people. These Glaciers form the important source of major river systems of north India, which include Indus, Ganges and Bhramaputra. In this study efforts will be made to  study the glacier volume changes, retreat estimation and deciphering movement using multi temporal synthetic aperture radar (SAR) data and ASTER stereo pairs. Time-series InSAR analysis using Small Baseline Subset (SBAS) algorithm will be attempted for gl acier flow estimation.

The goal of the project is the definition of a new paradigm of health care services patient based through the use of Web 2.0 tools.
The work will be mainly focused on two goals:
A. Analysis of the telemedicine service provision model in the Nordic countri es to be applied in Spain
The existing model in the Nordic countries for the deployment of telemedicine services will be analysed, identifying all those best practices that are extrapolated to Spain, especially in Valencia. Particular attention will be de voted to the study of communication networks, integration models, standards used, level of semantic interoperability, ethical and legal barriers already covered and the business and funding models. 
B. p-health (personal health) and health 2.0 
Activities  carried out by the NST and other Norwegian organizations (NORUT, IBM, SINTEF, ...) devoted to p-health and health 2.0 for the identification of user profiles and more meaningful participation (i.e. chronic informal caregivers ) will be analysed. Special  attention will be paid to telemonitoring devices, the engagement drivers, models of content generation (as patientslikeme), how to offer a quality service and content based on labels, and models for automatic content evaluation. Finally, identify the late st trends in p-health to create a standard modular platform scalable to provide 2.0 health care services.
The major result of this goal will be a proposal for a new paradigm of health care services patient based through the use of Web 2.0 tools.

Definition of a new paradigm of health care services patient based through the use of Web 2.0 tools

Colorectal cancer is a common form of malignancy in developed countries, and its incidence keeps increasing every year. Many are the factors that contribute to its development. However, food habit seems to play a very important role in this type of cancer . Because of the importance on colorectal cancer, I have performed an animal experiment, using the APCmin/+ mouse model, which is one of the most used models to assess effects of diet.

One of the objectives of my study is to analyze the effects of the di ets on inflammatory markers. Moreover, inflammation has been implicated in tumorigenesis, which increases susceptibility to colorectal cancer.  The biggest challenge is to find out if there are significant changes on inflammatory state, and afterwards fin d out where the inflammation is locally or systemic. Also, identifying the specific inflammatory molecules will give us a clue of the possible mechanisms in which diet may be affecting, or not, the tumours development.

If the results are promising, and s how that specific nutrients may prevent the development of colorectal cancer, the present study will be relevant to give base and important insights in order to design human interventions in the future. Until we get there, there is a lot of basic scientif ic to be achieved, and understanding inflammation related to colorectal cancer is an essential step.

Moreover, the exchange of expertise between United Kingdom and Norway will contribute to consolidate knowledge on colorectal cancer prevention, and stren gthen scientific links for future research cooperation.

Effects of fatty acids and phytochemicals on inflammation in APCmin/+ mice, a model of colorectal cancer.

Vertebrate Muscle Segment homeobox genes (Msx) control development. Their functions in post-natal growth and homeostasis remain unexplored. The present project is dedicated to Msx2 in post-natal tooth and bone oral physiopathology. 
Arjeta Agailiu thesis  (directed by Pr. Ariane Berdal) aims to provide the molecular phenotype profiles of forming cells for dental tissues and associated bone, as well as their regulatory pathways relied to Msx2. A transgenic Msx2 knock-in mouse line is used. Msx2-/- mice exhi bit pleiotropic defects in the skull, tooth, alveolar bone and several epithelial mesenchymal systems. Msx2 targets will be identified by comparing alveolar bone transcriptome in Msx2 -/-, Msx2 +/- and Msx2 +/+ mice. In Paris, a dozen of effectors (enamel  proteins, RANK ligand, BMPs) have been identified as Msx2-targets by a « gene by gene » strategy.  But, this method does not permit to discover unknown pathways. This project will provide original results with cDNA microarrays and bioinformatic analysis  of affected pathways, routinely performed by the Oslo group.
Indeed, nowadays, the global transcriptome approach is the gold standard strategy to delineate molecular basis of distinct biological processes. Oslo team has already applied this strategy to de velopment in oral cells (mouse molars germs and salivary glands). This bilateral project is focused on overlapping Paris/Oslo team interests (transcription factors, non coding RNAs, oral physiopathology). In Paris, we have developped microdissection proto cols. Oslo team is interested in developping this approach to cellular subpopulations (ameloblasts, odontoblasts, alveolar bone osteoblasts) issued from Paris skill.
Our overall aim is to facilitate mutual exchanges and built-up a collaborative program to  be submitted to EEC funding application. A one-month support is required for analysis of Msx2 pathways in the Institute of Oral Biology, under the direction of Pr. Harald Osmundsen.
