From subjects to Citizens? The New Dalit mobilisation and democratic development in Delhi.

In recent years there has been a significant political mobilisation of formerly marginalised lower castes in India. Using Mamdani's distinction between "citizens" and "subjects" as a starting point, it will be assessed whether the new political mobilisati on of lower castes means that they are becoming "citizens" rather than "subjects". Fieldwork will be undertaken through in-depth family histories and participant observation among low-caste men and women in a New Delhi unauthorized colony (slum). The proj ect will assess whether the new caste based mobilisation in India at large has led to more political influence for these low-caste Delhi slumdwellers, or alternatively, whether (or to what extent) they remain largely excluded from arenas of political deci sion-making. This will be operationalized through an analysis of the different ways in which the lower caste men and women interact with the state at the level of every day life. Such interaction may take the form of passive, unpolitical interaction with different state institutions, such as schools, electricity suppliers and water supply authorities, or political organized activity aimed at improving their living conditions through advocacy to get the area authorised by the Delhi government.
