DISC - Dynamics of International Executives A Comparative Study of the European Commission, the OECD Secretariat and the WTO Secretariat

Public Administration is in an era of change. This project emphasizes one under-researched part of public administration, the executive arms of International Governmental Organizations. These are referred to as International Executives (IEs). The project provides a conceptual mapping and empirical testing of four important dynamics of IEs - intergovernmental, supranational, transnational, and transgovernmental dynamics. The research question is: To what extent are IEs governed by dynamics that transcend t he intergovernmental dynamic of Westphalia? The project will outline a middle-range organization theory perspective that suggests five independent variables that affect the relative mix of these four dynamics. The independent variables are (i) the organiz ational properties of IEs, (ii) the degrees of institutionalization of IEs, (iii) the recruitment procedures of IEs, (iv) characteristics of the relationships between IEs and external institutions, and finally (v) demographic characteristics of IE civil s ervants. The project offers empirical in-depth studies of three important IEs: the European Commission, the OECD Secretariat and the WTO Secretariat. The project poses the following questions: * How do the European Commission, the OECD Secretariat and t he WTO Secretariat shape the decision-making behaviour and role perceptions of the civil servants who work within these institutions? More precisely, do officials who work in these IEs evoke intergovernmental, supranational, transgovernmental and/or trans national decision-making behaviour and role perceptions? * Why do IE officials evoke different mixes of these four roles and decision-making patterns?
