European approach to nuclear and radiological emergency management

The proposed IP, through the commitment of 51 operational emergency management organisations, stakeholder panels and competent RTD institutes of many European countries will build a fully interactive framework for initiating and promoting practical improv ements of emergency management and rehabilitation strategies in Europe never reached before. The IP will actively contribute to:1) full integration of the participating national emergency management organisations with the research ommunity within one sin gle project; 2) demonstration of practicability of methods and IT tools developed under FP4/5 in an operational environment; 3) rationalisation of diverse methods and IT tools developed nationally under FP4/5, assembling the best into a common framework; 4) development, implementation, demonstration and promotion of a commonly agreed consistent, comprehensive, safe and secure methodology; 5) broader application of advanced methods and tools to all kinds of radiological emergencies, e.g. terrorist attacks, satellite accidents; 6) identification of impediments to take up advanced RTD methods and IT tools in operational emergency management; 7) additional RTD in those areas that have already been identified or that are expected to result in tangible improvem ents of nuclear emergency management; 8) develop strategies and approaches for the sustainable rehabilitation of living conditions and social, economical and cultural development of regions affected by long lasting radioactive contamination; 9)develop str ategies and guidance for implementing a practical radiological protection culture among local/national authorities, professionals and the general public; 10) develop a programme to better maintain and enhance knowledge and competence in a sustainable mann er; 11) arrangements for ensuring the sustainability of decision support systems beyond the project period;12) support and facilitation of regional collaboration and strengthening of multi/bilateral cooperation.
