Mending the Past: A comparative study of victim reparations in three Latin American countries

The present project proposal aims to explore the treatment of the issue of victim reparations in three Latin American countries - Peru, Guatemala and Chile - by focusing on the conceptual framework of their respective reparation programs, and the implicat ions this will have for the identification and role assigned to target beneficiaries, both in social and historical terms. Thus the project proposes to study the issue of victim reparations as part of a broader process of history construction in Peru, Chi le and Guatemala. The main argument is that the way reparations and beneficiaries are conceptualized in a given society has implications for the interpretation and construction of the past. In this manner, the issue of reparations is immersed in a given n ation-building project, thus becoming also subject to struggle and contestation within society. In comparing the treatment of the reparations issue in the three chosen countries, I propose to focus on the following elements, which serve as a guideline for research: context of origin & legal framework; basis of the benefit; role assigned to the beneficiaries; and historical considerations.
