Landscape planning versus real world landscape changes

This project will study changes in land use on a municipal scale, based on analyses of existing, up-dated digital maps (DMK) and older versions to be digitised from existing analogue format. Four to six municipalities in the Oslo Fjord region will be chos en as study areas, dependent on data availability. These analyses of land use changes are interesting in their own right and, in addition, the project will use the results from this module as input in other analyses. This work will enable assessment of th e degree to which recorded changes are in line with municipal land use plans, and whether soil quality conditions and/or landscape ecological principles are taken into consideration when converting agricultural land to built-up land. Focusing on the are as changing from agriculture to built-up land, the project will use GIS procedures and spatial statistics in searching for driving forces behind recorded land use conversions. Data for this process will, to a large extent, be obtained from Statistics Norw ay. Finally, the project aims to compare the different systems for recording land use changes, specifically the KOSTRA-reporting, the 3Q-monitoring programme for agricultural landscapes, and the information available in the LiB-database, managed by the N orwegian Agricultural Authority. Through this comparison, the project will identify different sources of error affecting the different types of reporting. The project will result in new information about the driving forces of landscape change and the eff ectiveness of municipal planning in steering these changes, particularly regarding consideration of environmental values. The project will lead to increased expertise in spatial analysis and the use of spatial indicators, and shed light on the links betwe en landscape change, policies and planning that will also be of interest to the international research community.
