USA - COOPERATION ON RESEARCH IN BIOENERGY INA/UMB: COMPARATIVE STUDIES OF INSTITUTIONAL FACTORS AND POLICY MEANS

Department of Ecology and Natural Resource Management at the University of Life Sciences at Ås, Norway, is increasing its involvement in research on renewable energy and especially bioenergy. Despite the focus on the need for more and renewable energy in Norway the last decades, bioenergy in Norway constitutes only about 7% of the stationary energy consumption, a low share by international comparison. Cheap electricity and limited availability of water-born heating are the main causes for the limited rol e of bioenergy in Norway. Immature or expensive technology, limited know-how and limited political pressure can be supplementary explanatory factors for the current state. Bioenergy in the US also have a limited share of the energy market. On a national level, polices and incentives for increased use of bioenergy do not exist or have failed. Low prices of fossil fuels in the US can be compared to low electricity prices in Norway. In the US, state and local governments are increasingly engaged in climate and energy issues and market initiatives like the Chicago Climate Exchange and investments in new technology are getting increased attention and importance. The objective of this project is develop project proposals where research on the political, ins titutional, economical and technical aspects of bioenergy in US are used to analyse how policies, market instruments and innovations in the US can be of interest for the development of bioenegy in Norway. The project includes collaboration with US institu tions including University of Minnesota and USDA Forest Products Lab in Wisconsin.
