TVERS: Sustainable development indicators (SDI) in the context of the precautionary principle

The project is divided into four parts labeled as working packages (WP). They will, however, be integrated as the results of the different phases will be combined. The theoretical results of the first phase will be used in the more empirical discussions r egarding specific indicators, and this will represent a potential to present specific cases as evidence of early warnings and to generalize. Early in the project we also plan to perform a limited pilot study (which is part of WP3) as a basis for the discu ssions with scientific experts in different areas, in order to address the communication problem. The first part (WP1) develops a conceptual basis. This will include two theoretical avenues of analysis: one is statistical; the other is in the tradition of ecological economics. Workshops with national and international experts will be important early in this phase. In the second phase (WP2) each group of indicators will be examined, based on the theoretical results and dialogues with different scientific e xperts. In some cases this will involve a number of scientists already working on national indicators. International experiences on the use of indicators will always form an important part of such discussions. A large research seminar involving all the ma jor groups of scientists involved will be organized. The interactions between scientists, politicians and the general public are especially important in the process of elaborating and communicating scientifically based advice for precautionary action (WP3 ). In this part of the project empirical analysis based on surveys is important. The last part (WP4) will focus on conspicuous consumption in terms of luxury items. The economic efficiency will be examined in terms of external effects of consumption and h ow they can be modified with economic instruments as taxation. The conclusions from the theoretical analysis will contribute to the framework for selection of indicators for sustainable consumption.
