How Child Welfare Workers in Norway, England and the United States Perceive Their Work With Ethnic Minority Children

I am applying to spend a total of six months at the University of Bergen to conduct research in collaboration with Senior Researcher Marit Skivenes on how child welfare workers in Norway, England and the United States understand their work with ethnic min ority children, especially children whose parents are first-generation immigrants. This project builds on several data sources gathered for CHILDPRO, a research project funded by the Norwegian Research Council that draws on case vignettes as well as qual itative interviews to compare how child welfare workers in countries with different child welfare systems take decisions about child welfare cases. The data material collected for CHILDPRO is a unique and rich comparative material that has not yet been f ully analyzed. I am applying for the Leiv Eiriksson mobility fellowship to have the opportunity to do so. This project builds on in-depth qualitative interviews to explore how child welfare workers perceive the needs of minority children in Norway, Eng land and the United States, and how they make decisions about foster placements. The proposed projects are relevant in light of increasing immigration in Norway and because they address a fundamental dilemma faced by multicultural democratic societies to day: how to handle multiculturalism within a liberal democratic framework, which is based on unified standards expressed in laws that equally apply to all citizens (Archard, 2004). In addition, the proposed project responds to a scarcity of literature on child welfare practice with first-generation immigrant children in Norway, and the lack of comparative scholarship in general, and on Norway and England in particular. They will shed light on child welfare workers' decision-making processes and on the t ypes of knowledge that child welfare workers use in their encounters with ethnic minority children and their families.
