From Climate Knowledge to Local Adaptation - How can we strengthen the adaptation capacity of local government?

This project aims at developing new knowledge and measures relevant for strengthening local government capacity for adaptation to climate change. This will be analysed in a multi level and cross-sector context aiming at understanding how adaptation strate gies to climate change can be co-ordinated across borders of decision making to achieve overall goals. Adaptation to climate change is seen as policy decisions, specific actions and planning measures in response to expectations about climate change as con ceived by local government decision makers. The knowledge on which this expectations are based is characterised by uncertainty. The project will study how climate knowledge, dealing with risk and uncertainty, is conceived, interpreted and used and how it is articulated to other knowledge in the actual multi-level decision making context. Based on this analysis the project shall discuss conditions for strengthening the institutional capacity of local government to deal with adaptation to climate change. T he city region of Oslo, that is the city of Oslo and four surrounding municipalities, will be included in the study. In each municipality the two sectors of water supply and wastewater and land use planning will be chosen for the empirical study.
