Proposal for the research-based evaluation of FIFOS 2010

The Danish research and consulting company DAMVAD hereby submits a proposal for the research-based evaluation of FIFOS, the Programme on Research for Innovation and Renewal in the Public Sector. The proposal is put forth in collaboration with two extern al partners: Research Director Carter Bloch from the Centre for Studies in Research and Research Policy, Århus University, and Senior Economist Einar Bowitz from Econ Pöyry in Norway. Our proposal has been prepared in response to the call for proposals b y the Research Council of Norway and with respect to the evaluation questions and objectives presented therein. With this proposal, we offer the Research Council: - A theoretical model for the FIFOS evaluation, which is based both on academic insight and on consulting experience with the evaluation of innovation programmes. - An empirical methodology for the evaluation, which combines large-scale collection of data through surveys among programme users with in-depth stakeholder interviews and workshops w ith both programme users and Research Council staff. - Knowledge about the implementation, results and effects of the FIFOS programme. - Inputs to policy and programme development i.e. recommendations for the design and implementation of future initiative s to promote innovation in the public sector. - A basis for dissemination activities: an evaluation report and materials based on the evaluation including Powerpoint slides, a feature article, and an academic paper.
