ECCSEL Preparatory Phase 2 (PP2) - National Co-funding

ECCSEL was proposed by NTNU and SINTEF on behalf of the Norwegian Government, and put on the official ESFRI Roadmap in 2008. The ECCSEL preparatory phase consortium teams up selected Centers of Excellence on CCS across Europe. The mission is to establis h, develop and operate a European distributed, goal-oriented integrated world-class Research Infrastructure (RI). Preparatory phase 2 (2013-2014/2015) will complete the preparatory steps. Norway, as the host for ECCSEL, has a huge responsibility for t he success of ECCSEL. The limited financial contribution from the European Commission to the ECCSEL PP2 project compared with the original proposal, has reduced considerably the budget available for Norway to manage/coordinate the project. The budget al located for project management is only 5% (i.e. 5 PM) of the already 50% reduced overall EC contribution, while the nature/complexity of the ECCSEL PP2 project demands a much larger effort in project management. National co-funding is vital to finance t he increased demand for administration (including a.o. reporting and travel) that NTNU and SINTEF has as a result of heading up and coordinating the whole ECCSEL. National co-funding is also vital in supporting Norway as the natural choice for hosting the Operations Centre of ECCSEL. Contact and negotiations with representatives from ministries and funding bodies, communication and networking with other stakeholders, preparations for hosting the Operations Centre and planning/coordination of the Norwegi an ECCSEL RI, cannot be covered within the ordinary ECCSEL PP2 budget. Hence, additional financial support is critical for the success of ECCSEL. Norwegian national co-funding will also reinforce the visibility of Norway's position within CCS and will he lp maintaining this leading position through ECCSEL.
