Moving Blue and Green Lines - The Police and the Armed Forces in National Crisis Management

The objective of this pre-project is to develop a multidisciplinary collaborative research project proposal fusing institutions for research and higher education in the police and defence sectors. The main project will study the possibilities, drivers and constraints to police-military interaction and cooperation in national crisis management. The pre-project will identify scientific knowledge gaps and relevant research questions, anchor the research using a stakeholder and end-user platform, and develop a coherent project proposal. The multifaceted research questions require a multidisciplinary collaborative research approach. It will encompass crisis situations, roles and tasks where cooperation is crucial; current legal framework, its challenges and po ssibilities; interpretations and perceptions of crisis managements plans, roles and responsibilities; the availability and qualifications of police and military resources; benefits, lessons learned and how to use exercises to improve cooperation; and what promotes and restrains cooperation between police and army specialist forces, including cultural differences and similarities. These closely connected topics are inter-dependent, and together drive the possibilities and limitations for cooperation. Alth ough the multidisciplinary approach is needed to obtain comprehensive results, partners must be sensitive to differences in scientific background. The pre-project will contribute to a common research platform and understanding. The outcome of this pre-pro ject is a research proposal to SAMRISK II. It will also benefit the partners in their research and education of police and defence personnel and serve as a platform to seek international partners for joint applications to HORIZON 2020.
