Changing Missions in Public Higher Education: Analyzing Strategic Plans

The proposed research collaboration utilize data from university strategic plans as a lens for investigating how public universities in the U.S. and Europe have exercised newfound autonomy. Strategic planning has become a ubiquitous process in higher edu cation, ostensibly linked to universities? long-term goals and resource-planning. These plans involve much of the university community, including academic staff and administrators, and typically provide explicit goals, metrics and identify how to achieve these goals. Because of its ubiquity and public nature, it is an appropriate vehicle to assess whether universities are exercising their autonomy in ways that are market-driven and entrepreneurial, and whether these strategies are likely to reduce in dri ft away from public goals. The project will compare the strategic plans of over 20 public universities in the US and Europe and will have implications for both policy and practice. Given the current policy emphasis regarding institutional autonomy, it i s of importance to analyse to what extent and how such policies impact the strategies of universities. For the field of higher education research, a comparative study of this kind is novel, and will link up to current discussions about the globalisation o f higher education, and how increased competition between universities impact upon system diversity.
