This INSO 3 call deals with the understanding and analysis of the economic impacts of the EU innovation policy, with a specific focus on the 34 IU commitments. To gain this insight, the call asks both for the a) impacts as well as b) "the routes" through which this impact is taking place. The latter point implies gaining some kind of "functional understanding" about the paths and trajectories in different implementation settings by which positive effects are stimulated (or not). The IUC differ in nature: some are final objectives; some are commitments regarding specific actions or initiatives to be undertaken. What looks of primary importance here is to identify the broader impact of European innovation policy, proxied by the 34 IUCs, individually but als o as a group. This implies to link actions and impacts, meaning here that causality links should be analyzed and that the evaluation should cover impacts broader than usually done from the classical innovation perspective (R&D expenditures, etc.). Another critical aspect here is to empirically understand those impacts at the national and regional levels and thus take into account country- and region specific system characteristics and dynamics. Geographically, we indeed propose to look into the regional s ide of innovation policies as the link between growth policies of the EU (Innovation Flagship) and structural funds (the new structural fund reform for 2014-2020).
