Global oppvarming forårsaket av menneskeskapte klimagassutslipp er en av de største miljøutfordringene verden står overfor i dag. Fangst, transport og lagring av karbondioksid (CCS) er et av flere tiltak for å redusere menneskeskapte CO2 utslipp og dermed bremse den globale oppvarmingen på kort til mellomlang tidshorisont. ECCSEL, The European Carbon Dioxide Capture and Storage Laboratory Infrastructure, (www.eccsel.org), har som ambisjon å koordinere oppbygningen av en distribuert europeisk forsknings¬infrastruktur innenfor CCS. ECCSEL ble inkludert på det europeiske veikartet for forskningsinfrastruktur (ESFRI-veikartet) i 2008, og ble etablert som en ERIC (European Research Infrastructure Consortium) i juni 2017 av medlemslandene Frankrike, Italia, Nederland, Storbritannia og Norge som leder operasjonssenteret. I ECCSEL ERIC har 23 forskningsinstitusjoner inngått et forpliktende samarbeid for å ruste opp eksisterende laboratorier og etablere nye, spesialiserte fasiliteter. Forskningsinfrastrukturen skal dekke behovene i hele verdikjeden, fra grunnleggende forskning på enkeltprosesser, via målrettede eksperimenter til store testanlegg for CCUS. En slik felles, distribuert infrastruktur vil sørge for en mer effektiv utdanning, forskning og innovasjon i Europa innenfor de ulike CCUS fagdisiplinene. ECCSEL vil være åpen for studenter, forskere og industriaktører i Europa og utenfor. Den norske noden av ECCSEL består av IFE, Norsar, SINTEF Industri, SINTEF Energi og NTNU. Forskningsrådet har gjennom INFRASTRUKTUR ordningen bevilget 250 millioner kroner til oppgradering av 11, og bygging av 16 nye forskningsinfrastrukturer innenfor CCUS i Norge.

Global warming caused by anthropogenic greenhouse gas emissions is possibly the most severe environmental challenge the world is facing today. Carbon Capture and Storage (CCS) offers a route to reduce these emissions and help mitigate the presently uncontrolled global temperature rise. The European Carbon Dioxide Capture and Storage Laboratory Infrastructure (ECCSEL) is one of 38 large-scale research infrastructures prioritized by the European Strategy Forum on Research Infrastructures (ESFRI). Within the EU funded ECCSEL Preparatory Phases I&II (2011-2014) projects,led by NTNU and with the participation of 13 partners across Europe, the Legal and Governance Structure, Implementation Plan,Financial Strategy and Business Plan documents are now being finalized. ECCSEL was recently prioritized by ESFRI and the Council of the European Union as one of the projects eligible to receive support for implementation under the Horizon 2020 programme for the period 2015-2017. ECCSEL NORWAY CCS RI is the Norwegian node of ECCSEL and the present Phase 2 application aims at gathering all Norwegian laboratories working on CCS in one integrated research infra-structure with excellence, relevance and complementarity as key issues. Based on the ECCSEL CCS RI gap analysis performed, the present proposal includes 15 RIs identified and are ready for investment within the next two years by Norwegian partners. ECCSEL NORWAY CCS RI Phase 2 complements the Phase 1 funded project and will provide a laboratory infrastructure that will promote researcher mobility and collaboration with European partners and researchers from the rest of the world.
