Energy efficiency policies in emerging economies to promote economic growth and climate mitigation

Along with rapid economic growth, the emerging economies have become the major energy demanders in the world. Meanwhile, the environment has been polluted considerably in these countries. China has already grown up to be the top greenhouse gas emitter today. For these countries to follow a sustainable development path, a powerful and cost-effective tool could be improving energy efficiency to promote economic growth as well as reduce emissions. However, the expected effects of the energy efficiency policies can be taken back to some extent due to the well-known rebound effects and/or carbon leakage. This proposed project will enhance our understanding on the comprehensive effects of energy efficiency policies in key emerging economies. Currently, the macro-economic model developed at CICERO has roughly simulated energy efficiency improvement in scenario analysis studies. In this proposed project, we will improve the model in two aspects. First, with technical and economic analysis, we will quantify the potential for energy savings through energy efficiency measures in the industrial, building and transport sectors by 2030. Second, we will examine the structure, methodologies and assumptions on energy efficiency improvement used in the current model.
