Migrant Access to Welfare Rights across Political Economies

In principle, EU migrant workers have equal rights to social security throughout the EU. In effect, however, this is not the case: some are reportedly excluded from unemployment allowances, while others do not have access to family benefits. The aim of this project is to examine the experience of EU migrant workers, specifically those with irregular and insecure employment, with regard to accessing social security rights in other EU member states. The aim is to register the experiences of atypically employed labour migrants and their social security rights in Norway, Germany and the UK. Examining how actors engage with an institution draws attention to the 'gaps' between the design of an institution and its actual on-the-ground implementation and effects. Theoretically, the objective is to develop new insights that counterbalance - and potentially tip - the view from above that is common in studies on the future of the welfare state. Indeed, by and large, the relevant literature in political economy has ignored individual accounts in favour of general institutional critiques. The transnational perspective of migrant workers, who are embedded in their country of origin and their host country, provides a unique opportunity to examine the practice of welfare institutions in a supposedly integrated Europe. By filling in this research gap, this project brings a new level of political and policy relevance to the field of comparative political economy and a stronger conceptual underpinning to the critiques of migration and welfare state institutions. The project is interdisciplinary in nature, has a comparative cross-national dimension, and uses innovative methods. It builds on the past work of the PI on free movement, migration, industrial relations and citizenship rights in the EU.
