CONFIDENCE: COping with uNcertainties For Improved modelling and DEcision making in Nuclear emergenCiEs – NRPA’s participation

CONFIDENCE er eit stort europeisk prosjekt med 31 partnarinstitutt frå 17 land. Prosjektet har som mål å redusere usikkerheiter og forbetre avgjerder om strålerisiko for menneske og miljø både i samband med atomulykker og i situasjonar med eksisterande eksponering. Ei multidisiplinær tilnærming er brukt for å dekke alle sider ved strålevern etter ei ulykke, frå prognoser om spreiing av utslepp, til konsekvensar langt frå ulykkesstaden. Også inkludert er vurdering av prosessar for å avgjere val av tiltak, gjennomføring og evaluering av tiltaksstrategiar, og synspunkta til ulike interessentar ("stakeholdere"). Utvikling og bruk av ulykkescenario er viktig i CONFIDENCE sin arbeidsplan, og blir brukt både til simulering i akuttfase og som grunnlag for diskusjonar med interessentar om langsiktige tiltak. Dei faglege utfordringane som er identifisert blir behandla i seks lenka arbeidspakker, og i tillegg er det ei arbeidspakke med fokus på utdanning og trening. CONFIDENCE er eit treårig prosjekt som starta i 2017 og sluttar i 2019. Denne rapporten handlar om Strålevernet sine aktivitetar og resultat i 2018. I arbeidspakke 1 "Model improvement in the pre-and release phase, through uncertainty analysis and propagation with an ensemble approach" har Strålevernet utvikla eit hypotetisk ulykkescenario for det flytande russiske kjernekraftverket, med konsekvensar for sørvest-Noreg. Scenarioet blir utvikla vidare og vil også bli brukt som grunnlag for diskusjonar med interessentar om preferansar i val av strategiar i overgang til seinfase/langtidsrehabilitering, som del av arbeidspakke 4 "Transition to long-term recovery, involving stakeholders in decision-making processes". I arbeidspakke 2 "Reduction of uncertainty in dose assessment for improving situation awareness and risk estimation" har Strålevernet vore med å førebudd eit seminar og ein rapport som identifiserer kritiske punkt i strategiar for internasjonal samhandling mellom laboratorium for biodosimetri og retrospektiv dosimetri i tilfelle atomulykker. Og i arbeidspakke 3 "Radioecological modelling: fit for purpose" har Strålevernets hovudsakeleg arbeidd med forbetring av FDMT/ECOSYS-modellen for overføring av radioaktivitet i næringskjeder i landbruket, slik at denne no kan ta betre omsyn til regionale forskjellar, og gjer det mogleg med probabilistiske simuleringar. I arbeidspakke 5 "Social, ethical and communicational aspects of uncertainty management" har Strålevernet vore involvert i utviklinga av ein metode for å analysere avgjerdsprosessar til interessentar i samband med vurdering av usikkerheiter, mens arbeidspakke 6 "Decision making under uncertainties" har fokusert på å bruke agentbasert modellering og fleirmålsanalyse i studiar av avgjerdsprosessar.

CONFIDENCE aims to improve decision making for the protection of the population affected by nuclear emergencies and to minimise disruption of normal living conditions. This will be achieved through the reduction of uncertainties, where practicable, and the development of approaches to deal with uncertainty information. It will use a multidisciplinary approach dealing with all aspects regarding the radiological situation following an accidental release, from the prognosis of dispersion and its spatial-temporal evolution, to the offsite consequences, and the decision making to select, implement and evaluate remediation strategies, including the viewpoints of stakeholders. The scientific challenges identified will be addressed though 7 interlinked work packages (WP) to achieve the following objectives: - Tackle uncertainties in the pre- and early release phase of the accident (WP1) - Develop comprehensive software tools for the quick and efficient assessment of cancer risk to affected populations (WP2) - Develop approaches and tools integrating external and internal dosimetric monitoring data and link it with dose simulations and risk assessment tools (WP2) - Improve the capabilities of radioecological models used to predict activity concentrations in foodstuffs (WP3) - Engage national stakeholders to improve the preparedness and response in the transition phase (WP4) - Identify social and ethical issues related to uncertainty management in emergency and post-accident situations (WP5) - Support and improve communication of uncertainties (WP5 and WP6) and facilitate robust decision making taking into account the variability of the radiological situation and decision makers’ preferences (WP6) - Develop training courses and educational material for professionals and students (WP7) The project is a collaboration between 31 institutes from 17 European countries. The project started in January 2017 and has a duration of 36 months.
