EduSmart: Education and Knowledge Development for Smart City Governance and Performance Management in the High North

Det er en tiltakende debatt om smarte byer og samfunn, og om bærekraftig utvikling av ulike regioner over hele verden. Denne debatten finner også sted i Arktis og Nordområdene. Samtidig som «smart by»-initiativer øker i størrelse, krever selve konseptet som er utviklet utenfor Arktis lokal kunnskap og kompetansebygging. Med dette som bakgrunn vil prosjektet EduSmart fremme utdanning og formidling av kunnskap om samfunnsstyring etter «smart by»-konseptet og resultatstyring i Nordområdene. Vi vil gjøre dette i et utvidet internasjonale vitenskapelige samarbeid med strategiske partnere i Canada, Kina, Finland, Sverige og USA. Mer konkret vil prosjektet i løpet av perioden 2021-2024 inkludere: - En rekke seminarer med praktikere og utdannings- og forskningspartnere fra Norge, Canada, Kina, Finland, Sverige og USA;. - Utvikling av et master- og to Ph.d.-kurs som vil bli gitt årlig i perioden 2021-2024. - Tilrettelegge for internasjonal akademisk mobilitet gjennom seminarer, kurs og gjesteforelesninger mellom partnerinstitusjonene. - Formidling av kunnskap gjennom utvikling og publisering av to forskningsartikler, to forskningsserier for unge forskere om samfunnsstyring etter smart by-konseptet og resultatstyring i Nordområdene, så vel som å promotere prosjektet ved deltakelse på relevante konferanser. Gjennom disse aktivitetene vil vi utdanne en ny generasjon ledere og offentlig ansatte med kunnskap, evner, og generell kompetanse på området samfunnsstyring etter «smart by»-konseptet og resultatstyring i Nordområdene.

This project, EduSmart, wants to promote education and disseminate knowledge about smart city governance and performance management in the High North. There is an increasing debate about smart cities and communities and the sustainable development of different regions all over the world. This includes the Arctic and the High North. However, while smart city initiatives are growing, the concept itself, developed outside the High North and the Arctic, requires translation into that unique context. This, in turn, identifies a need for relevant management education and research on international partnerships. In this regard, we enhance our international education and research in the High North by incorporating our research-based knowledge about smart city governance and performance management. We do this by increasing the extent and enhancing the quality and relevance of our scientific cooperation with international strategic partners in the US, Canada and China along with Nordic partners (Finland and Sweden). Specifically, our activities include: - Three workshops: 1) Education and competence building in the field, 2) Practitioners’ perspectives, and 3) Furthering research and education collaboration; - Development of one master’s and two PhD courses held annually from 2021 to 2024; - Student and academic mobility for workshops, organised courses, and guest lecturing across partner institutions; and - Dissemination activities: 1) developing two research papers and publishing two young researchers’ series on smart city governance and performance management in the High North, and 2) project promotion at relevant conferences. By means of these activities, we will educate a new generation of managers and public officials with the knowledge, skills, and general competences to translate the smart city concept into the unique context of the High North. Contributing to educational programs to meet the needs of the High North, the project also adds value to education and research on smart city specialisation in other contexts.
