Persistence or change? Lessons from the introduction of enhetsskolen in Denmark and Norway

Prosjektet bidrar til den globale debatten om hvordan man kan overvinne dagens samfunnsutfordringer når det gjelder utdanningsforskjeller og begrensede utdanningssystemer. Norge og Danmark har en høy grad av sosial likhet i samfunnet, og vi vil levere nøkkelkunnskap om hvilken rolle landenes utdanningssystemer har hatt i den sammenheng. Økning i antall private skoler i Skandinavia den siste tiden har skapt debatt om de sosiale konsekvensene dette vil kunne ha. Et viktig poeng i diskusjonen er at private skoler står i sterk kontrast til den eksisterende utdanningsmodellen som er basert på inkludering og lik tilgang til utdanning for alle. I lys av økende sosiale forskjeller og ulikhet i utdanning i Norge og Danmark vil dette prosjektet utforske de langsiktige effektene av de to landenes inkluderende skolesystemer: enhetsskolen. Under dette systemet bruker alle skoler en felles læreplan og alle barn, uavhengig av bakgrunn, går på samme skole i 10 år. Hvilke konsekvenser vil den økende trenden med privat skolegang ha for ulikhet? Bør enhetsskolen bevares? Gir enhetsskolen grunnlag for like muligheter for alle? Ved å følge etableringen av enhetsskolen i Danmark og Norge fra slutten av 1800-tallet over en periode på 150 år ønsker vi å finne ut hva som har fungert og hva som ikke har fungert når det gjelder å nå målet om økt sosial og økonomisk likestilling. Prosjektet vil kartlegge livsløpet til personer som innrulleres og uteksamineres fra skolesystemet og utdannings- og yrkesbakgrunnen til deres foreldre, søsken, barn og ektefeller, og vi vil foreta sammenligninger med personer som ikke tok utdanning. I hvilken grad lyktes enhetsskolen i å etablere like muligheter for alle? Hvor lang tid tok prosessen, og var det regioner der reformene fungerte bedre enn i andre?

The recent increase in the number of private schools in Scandinavia has created debate about the social impacts this will have, as it stands in stark contrast to the existing education model, which is based on inclusion and equal access, enhetsskolen (unity school). Under this system, all schools use a common curriculum and all children, regardless of their background, attend the same school for 10 years. What consequences will the emerging trend of private schooling have for inequality? Should we strive to maintain enhetsskolen? Is it the base of equal opportunities? The project turns to history to address these issues. We will follow the creation of enhetsskolen in Denmark and Norway from the late 19th century over a period of 150 years and analyze the long-term effects to find out what has worked and what has not in terms of achieving the goal of increasing social and economic equality. We will create a Scandinavian Education Database of individual-level data of education, grades, careers and socio-economic background, covering the universe of graduates from secondary (high school) and tertiary education, which spans several generations. We will link this database to the Norwegian Historical Population Register and Link-Lives from Denmark that cover life trajectories across generations of the entire populations. Using the linked databases we will map the lifespan of individuals entering and graduating from the school system; the educational and occupational background of their parents, siblings, children and spouses, and we will conduct comparative analyses with those individuals who did not obtain an education. We will explore variation in the timing of educational reforms; regional variation in their implementation; and between Norway and Denmark. We will identify the necessary conditions and timeframe to provide access to education for all social layers in society.
