Sustainable COASTal RECreation – the role and potential of voluntary organizations and civic engagement in coastal areas under pressure

Forskningsrådsprosjektet FRIKYST støtter opp under Norges første helhetlige handlingsplan for Oslofjorden. I dette fireårige prosjektet undersøker vi hvilken rolle og hvilket potensiale frivillige organisasjoner og frivillighet har i arbeidet for en mer bærekraftig fritidsbruk av kysten. Prosjektets hovedakse er FNs bærekraftsmål nr 17 Samarbeid for å nå målene og forskerne samarbeider tett med Norsk Friluftsliv, DNT, Friluftsrådenes Landsforbund og Oslofjorden Friluftsråd. Miljødirektoratet er nasjonal partner og Oslofjordrådet kobles tett på arbeidet. Oslofjorden er blant områdene med høyest biodiversitet i Norge og samtidig et svært viktig rekreasjonsområde. Både miljøkvalitetene og adgangen til rekreasjonsområder er under sterkt press. Oslofjordplanen understreker at frivillige organisasjoner's virksomhet bedrer forholdene for folk og natur i og ved Oslofjorden, og er viktige samarbeidspartnere. Dette er i samsvar med FNs 2030-agenda, som understreker at den tredje sektor er sentrale for en bærekraftig framtid. I prosjektet vil vi derfor med utgangspunkt i den tredje sektor (1) undersøke utfordringer og mulige løsninger på bærekraftsutfordringer i urbane kystområder og (2) undersøke og forstå hvordan forvaltning av kystsonen formes av politiske prosesser, økonomiske og/eller andre interesser, lovverk og planlegging. FNs bærekraftsmål avhenger av en endring av menneskelig handling og atferd, som formes av kulturen. Koblingen mellom kultur og bærekraft er imidlertid lite studert. Vi kombinerer derfor teorier om flernivåstyring med kulturteori, for å studere hvordan frivilligheten kan skape kulturelle endringer for bærekraft. Vi sammenligner også funnene fra Oslofjorden med casestudier av Stockholm og København. Telemarksforsking leder prosjektet og i tillegg deltar forskere fra Norges Miljø- og Biovitenskapelige Universitet, Universitetet i Sør-Øst-Norge, Københavns Universitet, Mittuniversitetet i Sverige, University of Cumbria og Nipissing University.

COASTREC is a comprehensive study of the role and potential of voluntary organizations and civic engagement for sustainability in policies, plans, and governance of coastal areas under pressure. Through empirical studies of civil society initiatives promoting sustainable coastal recreation, the proposed project will answer both prioritized areas in the call, through (1) investigating the pressures and possible solutions to sustainability challenges in coastal areas; and (2) investigating and understanding how sustainability shifts are shaped by cultural and political processes, economic interests, power structures, legislation, planning, and regulation. COASTREC responds to the societal need for knowledge on what factors promote or hinder sustainability shifts; -the how-to? focusing on the role of culture and multi-level governance. The project will investigate the role and agency of civil society, supporting, complementing, or opposing state policies for environmental governance. We ask how state policy formulation and implementation translate into a multi-level, -sector and -actor system and how this can be governed, and how civil society initiatives navigate through the same systems and influence and potentially change state policy. This will be done through close collaboration between networks of practitioners, voluntary organizations, policymakers, and Nordic researchers, supported by an international expert group. COASTREC will support Norway’s first comprehensive Action Plan for the Oslo fjord aiming to improve environmental qualities, reduce pressures on coastal areas, and aid the pursuit of equitable and sustainable coastal recreation. The project's axis is the SDG 17 Partnership for the goals, and the project explores the role of this goal in depth in enabling sustainability shifts.
